2 Why is it necessary? Shock therapy” in Lithuanian development from 1990-ies and liberalization in many places of the world during the last two decades diminished the values of social justice Even imposing the traditional scheme of efficiency by 3 E concept (economy, efficiency and effectiveness) is not enough in Eastern European context where reforms suffered more from the lack of social justice than in the developed Western democracies. The fourth - 4 E – equity (or social justice) is necessary to add to the scheme of efficiency
