4 The Bureaucrats Myths:  Americans dislike bureaucrats.  Bureaucracies are growing bigger each year.  Most federal bureaucrats work in Washington, D.C.  Bureaucracies are ineffective, inefficient and always mired in red tape. Reality: Most tasks performed by bureaucrats are not controversial.
