2 What is the U.S. Department of Commerce?
The Commerce Department's mission is to help make American businesses more innovative at home and more competitive abroad. Comprised of 12 different agencies responsible for everything from weather forecasts to patent protection, the Commerce Department touches the lives of Americans every day.

The U.S. Department of Commerce promotes job creation, economic growth, sustainable development and improved standards of living for all Americans by working in partnership with businesses, universities, communities and our nation’s workers. The department touches the daily lives of the American people in many ways, with a wide range of responsibilities in the areas of trade, economic development, technology, entrepreneurship and business development, environmental stewardship, and statistical research and analysis. To drive U.S. competitiveness in the global marketplace, the Commerce Department works to strengthen the international economic position of the United States and facilitates global trade by opening up new markets for U.S. goods and services. The Commerce Department also provides effective management and monitoring of our nation’s resources and assets to support both environmental and economic health. The Commerce Department also provides effective management and monitoring of our nation’s resources and assets to support both environmental and economic health. Through critical weather monitoring, weather forecasts and resource preservation, the department protects not only public safety and security but also our oceans, coasts and marine life while assisting their economic development. Other essential operations conducted by the Commerce Department include the constitutionally mandated decennial census, which serves as the basis of America’s representative democracy, as well as the system by which businesses and innovators secure intellectual property rights. The Secretary of Commerce leads the department’s efforts, overseeing a $7.5 billion budget and nearly 47,000 employees worldwide.

Hollings Manufacturing Extension Partnership Law Enforcement Standards Office (OLES) National Strategy for Trusted Identities in Cyberspace (NSTIC) Smart Grid Malcolm Baldrige National Quality Improvement Act of 1987 P.L ; 15 U.S.C. 3711a - The President (on the basis of recommendations received from the Secretary), or the Secretary, shall periodically make the award to companies and other organizations which in the judgment of the President or the Secretary have substantially benefited the economic or social well being of the United States through improvements in the quality of their goods or services resulting from the effective practice of quality management, And which as a consequence are deserving of special recognition. Categories in Which Award May be Given-- (1) Subject to paragraph (2), separate awards shall be made to qualifying organizations in each of the following categories -- (A) Small businesses. (B) Companies or their subsidiaries. (C) Companies which primarily provide services. (D) Health care providers. (E) Education providers. +++++ (MEP) works with small and mid-sized U.S. manufacturers to help them create and retain jobs, increase profits, and save time and money. The nationwide network provides a variety of services, from innovation strategies to process improvements to green manufacturing. MEP also works with partners at the state and federal levels on programs that put manufacturers in position to develop new customers, expand into new markets and create new products. MEP field staff has over 1,300 technical experts – located in every state – serving as trusted business advisors, focused on solving manufacturers’ challenges and identifying opportunities for growth. As a program of the U.S. Department of Commerce, MEP offers its clients a wealth of unique and effective resources centered on five critical areas: technology acceleration, supplier development, sustainability, workforce and continuous improvement. National Cybersecurity Center of Excellence (NCCoE) – “Accelerate adoption of secure technologies through collaboration with innovators to provide real-world cybersecurity capabilities that address business needs.” (approx. March last yeat)

National Network for Manufacturing Innovation (NNMI) – regional hubs public/private partnerships National Cybersecurity Center of Excellence (NCCoE) 1st use case – Health IT 2nd use case – planned for the end of March Advanced Manufacturing Technology Consortia Forensic Science – DNA and trace analysis Validation of forensic measurements; Coordination of guidance to support forensic laboratories Advanced Communication NIST is uniquely positioned to work with industry NNMI - Individually and together, these regional hubs—public-private partnerships called Institutes for Manufacturing Innovation (IMIs)—will help to strengthen the competitiveness of existing U.S. manufacturers, initiate new ventures, and boost local and state economies. (See NNMI at a Glance.) The President unveiled his plan for the NNMI in March In his 2013 State of the Union Address, the President renewed his call for creating a full-fledged nationwide network devoted to innovating and scaling up advanced manufacturing technologies and processes. He has asked Congress to authorize a one-time $1 billion investment—to be matched by private and other non-federal funds Advanced Manufacturing Technology Consortia – Currently there is a consortia for the semiconductor manufacturing technology sector (SEMATECH) in Albany, NY. Forensic Science NIST involvement like weights and measures and building standards development. NIST works with industry – and in non regulatory Advanced Communication – interoperability for 1st responders (FIRST NET) – Spectrum management – Commercial testing (i.e. GPS and satellite interoperability). Most labs at NIST do a part of this PML, ITL, MML, so it will be a multi-lab function.

During the reverse auction, Sellers have the opportunity to submit a single bid or multiple bids that decrease in price. You must register (no cost) to be able to sell through this site/service. Focus on the core requirement(s). Allows contracting personnel to learn about what’s available on the market (the state of the industry) – is the required solution feasible? Allows contractors to see what the Government needs – and to let the Government know you are capable Should have a clear response required – if not, call the Contract Specialist or Contracting Officer and ask what’s required USE THIS TO YOUR ADVANTAGE!!!! 19 WHY RESPOND TO A SOURCES SOUGHT?
Let the Government know you are out there and capable. The Government makes set-aside determinations based on information received. It’s a chance to help define the acquisition strategy! The requirement, contract type, terms and conditions, evaluation criteria, past performance information, schedule, proposal instructions, etc.
