1 Directly Provided Services Update Disability Board April 2012

2 Executive Committee Decision On 6 March 2012, the Council’s Executive Committee took the decision to stop providing directly the following services: - Community Supported Living Day Services Short Breaks service at Swallow Lodge, North Hykeham In addition, the Executive decided to end the block contracted Short Breaks service at Cedar House, Spalding

3 What does this mean for the future?

4 Community Supported Living Services provided directly to 121 people Services in: Lincoln (775hrs), Gainsborough (500hrs) Louth (400hrs), Spalding (70hrs), Boston (450hrs), Grantham (225hrs), Sleaford (230hrs) Personalisation Transfers of support by 30 th September 2012 Impact on people who use services

5 CSL Services continued Process: Seeking confirmation that providers can provide additional capacity Expressions of Interest forms sent out w/c 16 th April. Transfers – to give people as much choice as possible –Market place events –Ensuring people’s Personal Budgets are known –Strong enablement focus

6 The Council will be carrying out a procurement exercise for the re- commissioning of Short Breaks services It intends to enter into spot contracts with an external provider(s) for the provision of these services with day opportunities out of Cedar House in Spalding and Swallow Lodge in North Hykeham. 7 Cedar House, Spalding - a purpose-built home with six ensuite single bedrooms and facilities to cater for people with complex needs Swallow Lodge, North Hykeham - a purpose built home with seven ensuite single bedrooms and facilities to cater for people with complex needs. Additional areas available for daytime opportunities and tea- time visits

8 Short Breaks (Continued) The Council is to seek a Provider or Providers to start the new service on 1 st January 2013 The advert will be issued in May 2012 Closing date of expressions of interest will be end of May 2012 The Provider briefing sessions will be during June 2012 Further Procurement timetable will be discussed at the briefing sessions

9 Day Services Concordant Transfer viable building based day services to individuals, staff, and/or organisations Where possible Council day centre premises to be available to alternative providers Access via Personal Budgets Work locally to develop local solutions Dedicated team to support and implement the changes No LCC direct services by March 2014

10 Day Services Now 30 day centres across the county Includes 2 for Older People and 3 for Physical & Sensory Impairment 600 people attending in-house day services Over 1700 sessions per week Consultation showed significant support for building based services

11 Day Services Future Dedicated implementation team Expressions of interest Work with local stakeholders to establish sustainable alternatives Support wider choice in the marketplace Support alternatives to traditional day services
