4 Section 2 (1) Passport Act 1966 states that
Introduction To Immigration Regulations For Foreign Students VISA Section 2 (1) Passport Act 1966 states that Every person entering Malaysia from any place beyond Malaysia shall produce to an immigration officer a passport; and that passport shall, in case of non-citizen, have a valid visa for Malaysia issued on the authority of and by or on behalf of the Government of Malaysia. 4

5 A VISA is a prior approval endorsed in the
Passport or Travel Document (presently in the form of sticker) of any foreigner permitting the holder to enter Malaysia. 5

Citizens from Commonwealth countries except: Bangladesh ; India ; Nigeria ; Pakistan ; and Sri Lanka. 6

9 PERMISSION TO STAY TEMPORARILY
PASS Section 6 (1)(c) Immigration Act 1959/1963 (Amendment 2002) states that No person other than a citizen shall enter Malaysia unless he is in possession of a valid Pass lawfully issued to him to enter Malaysia. 7

10 A PASS is a permission endorsed in the passport or Travel Document, (at present in the form of sticker) which allows the holder to enter and remain temporarily in Malaysia. Every foreign national who enters Malaysia is required to obtain a pass according to the purpose of the visit. 8

12 REGULATION 13 OF THE IMMIGRATION
REGULATIONS, 1963 STATES THAT ‘A Student Pass may be issued by the Director General to any person other than a prohibited immigrant who satisfied the Director General that he has been accepted as a student by an educational institution approved by the Minister and in the case of Sabah and Sarawak by the State Authority’. 10

13 PROCEDURES FOR APPLICATION
Any Foreign National who wishes to study in Malaysia is required to obtain a Student Pass. Application has to be made through the respective Educational Institution prior entry. PROCEDURES FOR APPLICATION OF STUDENT PASS HOW TO APPLY 11

14 REQUIREMENTS AND PROCEDURES
Offer letter from Educational Institution. National from The People’s Republic of China or Commonwealth Independent States who wishes to study in Public Educational Institution is required to obtain prior consent from Ministry of Higher Education Malaysia. National from The People’s Republic of China is required to obtain Visa from the nearest Malaysian Mission abroad. Complete Form IMM.14 and IMM. 38 (if applicable) in duplicate. Two (2) Photostat copies of Passport/Travel Documents. Two (2) recent photographs (3.5cm x 5 cm). Except for national from The People’s Republic of China, other foreign national who has obtained approval to study through the respective Educational Institution is allowed direct entry into Malaysia. 12

Student has to show his Approval Letter on arrival. Special Pass will be issued at The Point of Entry, referring them to the respective State Immigration Department for issuance of Student Pass. Private Higher Educational Institution’s representative is required to receive and attend to the student upon arrival. Student Pass – RM a year or part of a year. Visa – fee charged depending on the country, however it does not exceed RM FEES 13

18 PERMISSION TO DO PART TIME WORK WHILE STUDYING IN MALAYSIA
FACILITIES PERMISSION TO DO PART TIME WORK WHILE STUDYING IN MALAYSIA Student is permitted to do part time work for 20 hours per week during semester breaks of more than 7 days only. Student is permitted to do part time work in Restaurants, Petrol Kiosks, Mini Markets and Hotels (excluding singer, masseur, musician, GRO and other activities deems to be immoral) as long as the student pass remains valid. Students are not permitted to work as cashiers. 15

19 HOW AND WHERE TO APPLY Application from students studying in Private Institute of Higher Learning must be submitted by Educational Institution to Malaysia Immigration HQ, Putrajaya, while for students from Public Institute of Higher Learning to the nearest Immigration Office. Document required are as follow :- Application letter form the College ; Semester break schedule ; Photostatted copy of student passport ; and Application form. Permission to work as a part time worker is extendable depending on the student’s attendance and academic reports. 16
