PRESIDENT OF EUROPLATFORMS The European Association of freight villages “Best practices in Europe: the example of freight villages” Thessaloniki, November 2006 Good morning everybodies, first of all I would thank you the organizers of the conference and my friend Michalis Adamantiadis for the opportunity to be here with you and speak of Europlatforms and freight villages. Let me introduce myself shortly. My name is Gilberto Galloni. I am President of Europlatforms, the European Association of freight villages and Managing Director of Interporto Bologna since I have been working in the transport and logistics field for 32 years.

I will tell you shortly that Europlatforms is the european association of freight village. it joins together National transport associations and singular freight villages. Nowadays, it counts about 60 transport and freight villages, representing 10 European Countries and about transport operators.

I would like to undeline that the last freight village that joined Europlatforms is Liski Terminal in Ukraina.

DEFINITION A freight village is a defined area within which all activities relating to transport, logistic and distribution of goods, both for national and International transit are carried out by various operators. A freight village must also be equipped with all the public facilities to carry out the above mentioned operations. In order to encourage intermodal transport for the handling of goods, a freight village must preferably be served by a multiplicity of transport modes (road, rail, deep sea, inland waterway, air). After this short introduction, I think useful to explain what is a freight village. This is the Europlatforms definition showing that freight villages are infrastructures equipped to offer a series of services linked to all transport activities.

The construction of a freight village normally implies the involvement of local public authorities whose role is just to supervise and give directions for the territory planning, the razionalization of infrastrucutures considering that a freight village extends over a very large area and needs of important infrastructures. ORGANISATIONAL STRUCTURE Public-Private Partnership Public Authorities support for: policies on economic and territorial development environmental policy 1 2 The Private Public Partnership model is one of the most popular organizational structure for freight villages. The percentages of public or private funds change in each Country depending on the history of goods transport policy and the Public Authorities organisation. The choice of the PPP model, so the participation of the public Authorities in the freight village share capital, is linked to the effects that freight villages have on the local economy, on the environment, on development of the transport system but also to the high investments that building a freight village implies since the very beginning. The investment has to finance the creation of not only large warehouses but also high-capacity access to transport modes including intermodal handling facilities. It is true that building a freight village requires high investments, but I would say profitable investments because the demand of logistics warehouses is really increasing nowadays. What costs more are just the group of necessary urban infrastructures: roads, rail, electrical system, sewers and so on. 3 synergies with ports/rail infrastructures (multi-modality)

Freight villages are usually located near big and important economic and industrial areas and towns. Freight villages can exist if there are traffic flows, if there are goods to be moved from one place to another. The last important aspect is that freigth villages are usually located near important railways lines. Rail Connections Industrial Districts

THE ROLE OF FREIGHT VILLAGES Offer alternative transport solutions more efficient and complete Move part of the freight transport from road to other modes of transport (intermodality/multimodality) Manage the exponential increase of freight transport in the optimal way After listing the requirements of freight villages I would close my presentation underlining the importance of these infrastructures. If I did not explain the advantages of freight villages nobody would understand why financing them. These three points can well describe the role that freight villages have in Europe. The advantages concern both the quality and efficiency of the transport activities and the increase of multimodality.

The case of Bologna Freight Village I will present now the example of some freight villages who are known in Europe for their best practices. Bologna is surely the freight village I know best.

Moving heavy traffic from residential areas to the freight village
1985 1990 In the slides that will follow I will present what we have been concretely doing during the years. We have moved all the heavy traffic from the residential area of Bologna to the freight village reducing the congestion problems. In 1990 we have open the first covered square meters to transport and logistics operators. Congestion First transport operators ( smq)

What we consider as second best practice is just the realization of a dedicated and specialized logistics area where we can offer high level services. Our warehouses are built and equipped in a way to offer IT services and improve the productivity percentage.

More intermodality Handling operations Shunting operations Intermodal terminal mangement on behalf of RFI (Trenitalia) As you know, Intermodality is one of our objectives, but it is a very complex objective. In order to increase the intermodality, we have begun some activities that can improve the efficiency of intermodal transport. You can see the list on the slide. The main objective is not to make business but just to increase the level of quality services.

New rail connections Sinergy between maritime port and freight village: Bologna-Ravenna rail service connection Gravel trains The third best practice consists of operating a very difficult connection. The path Bologna-Ravenna is a very short distance (90 Kms). In this way we have demonstrated that intermodality is something possible without big investments. As Interporto Bologna we have bought intermodal trains to transport gravel that we use for building yards, roads and so on.

The case of Freight Village Port of Nürnberg After the example of Bologna, I will present the example of a German freight village, the inland Port of Nurnberg.

central geographical location in Europe main european seaports in a radius of 700km Intercept point of the trans-european networks (Corridor No. 1, 18, 22) central distribution point in South Germany (27 million people live within a 200 km radius) Nuremberg Freight village is connected with the main European sea ports and is located on three transeuropean corridors. Its position is particularly good for the distribution of goods to more than 25 millions of people.

Freight Village Port of Nürnberg Current projects along TEN-Corridors TEN-Corridor No. 1: -Cooperation with Quadrante Europa / Verona (Berlin – Palermo) -Developing of Container "Hinterland"-Traffic with Adria-Ports (Trieste, Venezia) TEN-Corridor No. 18: -Market research for developing combined services by barge along Danube TEN-Corridor No. 22: -Developing combined services (trailer, swap-bodies) by rail (Central Germany – South Europe and Brasov/Romania) In order to increase intermodality, the Port of Nuremberg started collaboration activities with Verona and the Port of Trieste. As well, the port of Nuremberg began some studies to increase water transport on the Danube. With the same intermodal tecnique they are promoting new relations between the Centre of Germany and the South of Europe, but also with East European Countries (Rumania).
