5 TMN Background OSS functions in GSM are based on the concept of the Telecommunication Management Network (TMN). TMN was standardised within ITU-T/ETSI/CEPT almost simultaneously with GSM. ITU-T M. series recommendations M.20 and M.30 serve as the framework for TMN. TMN defines an open system that enables platform- independent multivendor environment for management of all components of a network.
