9 What is Eligible? Serious damage to TTP and FLTP Facilities caused by a Natural Disaster over a wide area or Catastrophic failure (sudden and complete) of a major element/segment Cumulative Damage exceeds $700,000

10 What is Eligible? Damage which severely impairs the safety, or usefulness of a highway and is not heavy maintenance ERFO funds will not be approved to repair or reconstruct facilities affected by long term, pre-existing conditions, or predictable developing situations

11 ERFO Program - Summary What is ERFO What is Eligible Serious Damage caused by Disasters that occur over a wide area Cumulative damage to facilities on the TTP and FLTP Inventories must exceed $700,000 How to Apply Disaster Approvals

12 How to Apply - Disaster Tribes, states, and counties notify the BIA that damage has occurred Provide the following to the BIA: Dates and Cause of Damage Document damage by TTP Route Number Damage Description Photographs Repair Cost

13 How to Apply - Disaster BIA applies to FLH Division Offices Letter (Notice of Intent) Supporting Documentation Dates and cause of damage Damage location/communities Severity and type of damage Estimated repair costs Photographs

14 ERFO Program - Summary What is ERFO What is Eligible How to Apply Tribes apply through the BIA Submit supporting documentation for a Natural Disaster/Catastrophic Failure Pictures of damaged TTP facilities Disaster Approvals

15 Natural Disaster Approval The approval for Natural Disasters will be based on both the extraordinary character of the natural disturbance and the wide area of impact Over $700,000 of damage Storms of unusual intensity occurring over a small area do not qualify

16 Storm Severity Indicators Unusual/Extraordinary Occurrence TTP/FLTP damage Wide area not small area High density not sporadic Multiple jurisdictions Heavy damage not heavy maintenance Damage to well maintained facilities FEMA and ER Disaster Approvals

17 Catastrophic Failure Approval The finding for a Catastrophic Failure will be based on the cause, nature, and impact of the failure Over $700,000 of damage Sudden and complete failure of a major segment/element of an eligible road Closure because of imminent danger of collapse, or failure primarily attributable to gradual and progressive deterioration does not qualify

18 Examples of bad applications Little or no effort to document severity of natural disaster and area of impact Storms over a small area Extensive damage to poorly maintained, pre-disaster deficient facilities Dates of damage is uncertain No pictures Cost estimates include heavy maintenance and betterments

19 Examples of good applications Significant storm intensity Serious damage in several communities Dates of damage is certain Pictures that show eligible damage Cost estimates based on restoring to pre-disaster conditions
