2 www.sba.gov U.S. Small Business AdministrationYour Small Business Resource Programs and services to help you start, grow and succeed Are there dollars in Federal Contracting? –Firms based in Tennessee received federal contracting dollars totaling for work performed across the United States for federal agencies in FY 2014: 8(a) firms: $155 million statewide HUBZone firms: $105 million statewide Women Owned firms: $315 million statewide Service-Disabled Veteran-Owned Small Business: $174 million statewide –Source: www.USASpending.gov FY 2014 data by contractor type and recipient location (Tennessee). Many contractors are counted in multiple categories (i.e. a 8(a) firm may be owned by a Service-Disabled Veteran), therefore dollars often overlap and are not exclusive to a single category alone.

5 www.sba.gov U.S. Small Business AdministrationYour Small Business Resource Programs and services to help you start, grow and succeed Federal Contracting – 8(a) 8(a) Business Development Program: assists eligible small socially and economically disadvantaged businesses to compete through business development during a nine (9) year program term. Currently 53 8(a) firms in Tennessee, with the majority located in metro areas. Federal agencies must set-aside of 5% of their prime contract awards to 8(a) firms, with sole source procurements up to $4 million for services & $6.5 million for manufacturing. Need small business owners have ownership/control of their company, are of good character and show great potential for success having been in business in a particular industry for at least 2 years. Must be a “small business” as defined by the size standard set for your particular industry (NAICS Code). Determination is made by the average revenue over 3 years and number of employees during the past 12 months working at business.

6 www.sba.gov U.S. Small Business AdministrationYour Small Business Resource Programs and services to help you start, grow and succeed Federal Contracting – 8(a) Socially Disadvantaged Individuals subjected to racial or ethnic prejudice without regard to their individual qualities. U.S. citizens presumed to be socially disadvantaged include: African or Black Americans, Hispanic Americans, Native Americans, Asian Pacific Americans or Subcontinent Asian Americans. –If not a member of these designated groups, the “ Preponderance of the Evidence” Standard is used that would objectively conclude that existence of the truth is more probable that not. Economically Disadvantaged Individuals whose ability to compete has been impaired due to diminished capital and credit opportunities. Personal net worth, may not exceed $250,000 with equity in your business and primary residence excluded; personal assets less than $4 million; 3 year average income of less than $250,000.

7 www.sba.gov U.S. Small Business AdministrationYour Small Business Resource Programs and services to help you start, grow and succeed Federal Contracting – HUBZone Historically Underutilized Business (HUB) Zone program enables small businesses in urban and rural communities preferential access to federal procurement opportunities. Currently 140 HUBZone firms in Tennessee. Federal agencies must set-aside of 3% of their prime contract awards to HUBZone firms, with sole source procurements up to $3.5 million for services & $5.5 million for manufacturing. Requirements for the Business to be a HUBZone certified firm: –Must be a small business by SBA size standards –51% controlled by U.S. Citizens –Principal office must be located in HUBZone –35% of employees reside in a HUBZone (can be any HUBZone) for at least 180 days when applying.
