Tracking for career progression towards a trade qualification and beyond (Malaysia “Skills Credit Bank”) General Comments Consider how data can be leveraged to improve the National system. National Verification process to be implemented across the National system. Career guidance and artisan occupation advocacy is essential throughout the process. Solution: National Artisan Development Support Centre (NADSC) Kwa Thema. Output 1 Detailed, accurate, current data for artisan trade prioritization, workplaces, & placement, scientific target setting & monitoring & evaluation. 3 INPUTS: General Comments Career progression towards mentors, Entrepreneurships, certificated Engineers will advance interest. Data on availability of qualified lecturers within VCET Colleges will assist Data must be nationally available. Small Businesses must be included and not excluded from the National artisan development process. Output 1 - Continue

4 Solution: Policy for a Generic National Artisan Learner Grant Funding and Administration System (SETAs & NSF & Others) Output 2 Single guaranteed funding model for all artisan trades applicable to all sectors including single, simple artisan learner administration and grant disbursement system. Solution: Policy for a Generic National Artisan Learner Grant Funding and Administration System (SETAs & NSF & Others) INPUTS: General Comments. A national general communication strategy for benefits and funding should be considered addressing other available funding sources. A cost benefit analysis should be implemented by the Task Team to possibly enhance employer commitment and enhance numbers. Annual baseline funding across SETAs may be considered for artisan development (i.e. 5 % of SDL.) Employers currently train artisans outside current funding mechanisms. Consideration of alignment of funding disbursement and academic year.

5 Solution: National Artisan Recognition of Prior Learning Strategy and System (INDLELA & TVET Colleges) Output 3 Artisan Recognition of Prior Learning (RPL) system that is focused on supporting persons who are working as support workers in the engineering field to become certificated artisans. Solution: National Artisan Recognition of Prior Learning Strategy and System (INDLELA & TVET Colleges) INPUTS: General Comments National Standardized Funding model for RPL must be considered with urgency, possible indication from the ARPL Pilot process. Once ARPL implementation goes live, communication included into the National Career advisory processes within TVET Colleges. Advocacy required on the range of artisan trades for learners and RPL Candidates

6 Solution: Possible use of probation conditions in Labour Laws Output 4 Labour legislation that controls employer and artisan learner employment relationships and conditions of service that inhibit an increase in the number of approved artisan learner workplaces. Solution: Possible use of probation conditions in Labour Laws INPUTS: General Comments Implementation of Life Skills to enhance work readiness of learners before placement at workplaces. The implementation of the Probation system may only be a short term solution for challenges created down stream in the general and basic education system and may cause more detrimental impact in the long term on the entire system. http://nadsc.dhet.gov.za
