3 Overview of FLUAM Methodology

4 Existing Development  Add latest parcel data from all District 5 Counties’ Property Appraiser  Data should have the attributes needed for the analysis Year built DOR code (Land Use code) Building Sq. Ft. Owner Info. Land Value

5 Existing Development  Select out the parcels that are built  Assign Zdata categories to parcels based on DOR code (Com, Ser, SF, MF, etc.)

6 Existing Development  Join Built parcel table to Existing Factor table based on Zdata field  Calculate the existing Unit count, Population, Employment, Enrollment – based on PPH, Vacancy Rates, Units/Acre, Square Footage/Employee

7 Data Sources – Factor Tables Persons Per Household – U.S. Census Bureau Vacancy Rates – U.S. Census Bureau (MF, SF); for Hotel/Motel (Smith Travel, or supplied by County/MPO) Units/Acre – Calculated from existing development Square Footage/Employee – InfoUSA (employee), Square Footage (PA file)

8 Forecasted Development  Create the Environmentally Constrained layer by combining the 100 Year Floodplain, Wetlands and Water Bodies

9 Forecasted Development  Overlay the Environmentally Constrained layer on the Vacant Lands layer

10 Forecasted Development  Clip out these Environmentally Constrained areas to remove those sensitive areas from any future development scenarios

11 Forecasted Development  Overlay this layer with the Latest Future Land Use to determine the amount of developable land in each FLU category

12 Forecasted Development  Create the Buffer layers by buffering the Similar Development parcels (15 year historical), the major roads and the Employment Centers Determines parcels more desirable for development

13 Forecasted Development  Rank the Developable Vacant Land parcels based on these buffer layers as well as Land Value (Cost/Ac)  This determines the development potential for each parcel – higher ranked parcels develop first

14 Forecasted Development  Determine the Population and Employment control totals by the Residential and Employment Submarkets  Submarkets could be Census Tract, municipal boundaries, etc.

15 Forecasted Development  Calculate the population and employment of each of the vacant ranked parcels until the Submarket Control Totals are reached for each forecast year (2010 - 2030)

16 Forecasted Development  Output the final Zdata 1 & Zdata2 results to Excel tables – summarized by TAZ Numbers

17 FLUAM ArcMap 9 Application

18  Right-click on the tool bar to add the FLUAM Extension or click on ‘Add from file…’ to browse to the location of the FLUAM dll file

19 FLUAM ArcMap 9 Application  Position the new FLUAM tool on the tool bar  Click on the button to start the extension

20 FLUAM – File Menu  Under the File menu, you can do a quick print, export to Jpeg or exit the application

21 FLUAM - View Menu  Under the View menu, you can view the layers (if they have been created)

22 FLUAM - Update Menu  Clicking on the Update menu allows you to access the Update interface

23 FLUAM - Update Menu  Browse to the locations of the input shapefiles and tables and convert them to coverages

24 FLUAM - Analysis Menu  Under the Analysis menu, you can access all of the analysis functions of the FLUAM application

25 FLUAM – Developable Land Analysis  The Developable Land Analysis tool is the first step in determining the Built, Public and Vacant parcels

26 FLUAM – Developable Land Analysis  Verify that the necessary files are available, browse for missing files and press ‘Run’ to start the process

27 FLUAM – Calculate Existing Zdata Factors  You can review and change the Existing Growth Factors  Click ‘View TAZ’ to zoom to that TAZ

28 FLUAM – Calculate Existing Zdata  You can view the TAZ and add any other layers that you want to see

29 FLUAM – Suitability Rankings  Set up the ranking factors for each Zdata category  Press ‘Run’ to start the buffering and ranking processes

30 FLUAM – Review Demand Numbers  Review the Demand numbers for the Population Submarkets

31 FLUAM – Review Demand Numbers  Review the Demand numbers for the Employment Submarkets

32 FLUAM – Review Demand Numbers  Click on the ‘View Sub’ button to zoom to that Submarket

33 FLUAM – Calculate Projected Zdata Factors  You can review and change the Projected Growth Factors  Click ‘View TAZ’ to zoom to that TAZ

35 FLUAM – Zdata Menu  Under the Zdata menu you can review the Population and Employment Zdata numbers

36 FLUAM – Review Population Zdata  Review Zdata1 Population numbers for the current and forecasted years

41 Data Sources

42 Parcel Shapefile and Attribute Table – from each County Property Appraiser; need such attributes as DOR (Land Use Code), Owner, Building Value and Year Built, Building Square Footage Future Land Use Shapefile – this can be gathered from all of the Counties and Cities in the study area, or the Generalized FLU Shapefile that the ECFRPC produced can be incorporated into the analysis Environmental Constraints Data – Floodplain, wetlands and water body shapefiles can be downloaded from the FGDL website

43 Data Sources Development of Regional Impact Shapefile – this data is available from the ECFRPC; some additional research is needed to determine build-out years Planned Unit Developments – PUD information is generally produced by County and City Zoning departments Existing and Future Roads – available from Counties, MPOs, TPOs, FDOT

44 Data Sources Census Block & Block Group Data – Census Block Group information is used to produce the development factors that are then assigned to overlaying TAZs. These factors include Single and Multi-Family Vacancy Rates, People per Household, and the number of Autos per household

45 Software Requirements

46 FLUAM is run using ESRI’s ArcGIS 9 suite of tools The data and factors can be viewed and modified with the standard ArcMap license In order to run the Developable Land Analysis and the Land Use Forecasting steps, an ArcINFO license is necessary
