The effective integration of technology depends on meeting the learning objectives of the lesson The level of technology integration often mirrors the level of understanding we are aiming for (Blooms Taxonomy of learning). Access to resources, relationship of the teacher to the technology, assessment tools, time, in-class support, student relationship to technology, discipline issues, teacher pedagogy, etc...
