It is divided into two sections: administrative information and the performance evaluation summary. The master brief sheet is the primary document utilized by members of selection boards when tasked with building a case for such major events as selection for promotion, command, PME, and/or retention. Each Marine should ensure their master brief sheet contains the most current and accurate information. We recommend it be audited every two years and definitely 6-12 months prior to being considered for selection boards. Enlisted Marines should review their master brief sheet well in advance of requesting reenlistment or retirement as date gaps may cause delays until fixed. A common occasion code error: Grade Change reports should display the rank the MRO is being “from”, not “to” If the rank is incorrectly recorded the relative value will be skewed: the MRO will be compared, incorrectly, to Marines of a higher grade. Another recent trend is that reporting officials are failing to mark appropriate “type of duty” for Marines deployed to Iraq or Afghanistan. N is for normal peace-time C for combat duty J for joint duty B for both joint and combat

What is Relative Value? RV is a numerical representation of how a single fitness report compares to other reports written by the same RS on Marines of the same grade RV= TOOL that displays RS’s marking philosophy RV should be used within the context of all other information on the report RV=Common Language that translates the RS’s Marking Philosophy (fitrep average ) by grade of Marine reported on RV Levels the playing field among RSs reporting on Marines of the same grade Before we continue with the MBS, we should go over what the Relative Value is. The relative value is designed to provide a tool to view how a reports particular markings in the context of all of the reports written by that RS

Below Average Performance
How does RV Work? RS must process at least three reports on Marines of the same grade before RV is displayed on MBS Standard curve scaled from 80 to 100 Each of 14 attributes has marking gradients from A through H where: (A=1, B=2 … G=7; H = 0) Ave. of observed attributes=Fitrep Average i.e. a straight B report (28/14) = 2.0 Fitrep Average plugged into an algebraic formula that gives the report a value on a standard curve REMEMBER: Approximately Half of all observed fitreps (Sgt – LtCol) will be less than 90 RV RS Average = 3.5 You will see here a general description of the math that goes into a Relative Value Each reports gets an average All reports of that grade and RS are averaged An RS’s highest report become the “100” The average becomes the “90” All other reports are then distributed from “80” to “100” based on their average It is important to remember that mathematically, about half of all fitness reports will receive an RV of less that 90 Thus, 90 is not the magic number 90 80 100 Hypothetical distribution of 4 reports on a standard curve Below 90 RV does NOT mean Below Average Performance

H has a value of zero and is not included when calculating the report’s average. To figure the report average add all the values of the observed attributes and then divide the overall value by the number of observed attributes. In this case, divide 33 by 13 and you will get a report average of 2.53. The “14 of 17” is not a ranking…it signifies that at the time that this fitness report was processed onto the OMPF it was the fourteenth report written by LtCol Stickler. The seventeen illustrates that at the time this MBS was printed the LtCol had written 3 more reports on Captains. The RS average (2.25) signifies the mean of all 17 observed reports written by the RS at the time the MBS was printed. RS High (2.82) denotes the highest report the RS has written on captains; the “100” report. RPT at High (1) denotes how many reports contain the RS’s High value. If the RS had written 2 reports with a value of 2.82 then this number would be two. RV at Proc (94.60) denotes the value placed on the report in relation to its position relative to the RS’s average. RV can be any number between 80 and All RSs, after they have written 3 observed reports will establish RV at processing or cumulative. All RS’s will have an average of 90 after three observed reports are authored so If the report’s average falls above the RS average the RV will be above 90; if the report average is below 90 it will be below 90. A below 90 RV does not necessarily equate to below average performance. This value is achieved by considering the 14 reports that had been processed at the time this report was processed. Cum RV has the same philosophy as RV at Proc however it includes all reports written by the RS for the grade. This is achieved by considering all 17 reports.

This is not necessarily indicative of below average performance. Just signifies that this is not the “Best” individual written on by this RS. Further, one or two attribute marks shifted to the right could have easily resulted in this report having a RV above 90. Bottom line, read the reports section I and K and do not make any decision solely on RV. RV is simply one of the tools in your bag to assist you in making decisions…not the know all be all.

In this case, LtCol Highmark has an RS average of roughly an “F”, which means that this RS marks virtually all the individuals of this rank very high. This is one of the indicators or signs of inflation. In this case, even though the Marine has all attribute marks of “D” and above when one looks at the RV’s it puts the true value of the report into perspective. This report is well below the RS’s average when compared to the other Marines this RS has written on of this grade. Definitely not the sharpest tool in the box despite what the attribute marks may initially appear to signify.

Note the “NA” for both the relative value. Remember, an RS has to write 3 observed report on a particular grade of Marine in order to establish a RV. Typically these type reports will be the result of Marines assigned to joint commands; working for newly promoted warrant officers or lieutenants. In such cases, it is best to read the report and not dismiss it simply because there is no RV established.

Section K: Reviewing Officers Comparative Assessment

COMPARATIVE ASSESSMENT: Provide a comparative assessment of potential by placing an "X" in the appropriate box. In marking the comparison, consider all Marines of this grade whose professional abilities are known to you personally. 1 2 3 THE EMINENTLY QUALIFIED MARINE This is the snapshot of part of a section K that you will see when reviewing each Marine’s OMPF. The numbers in red (left of the comparative assessment tree) represent the RO’s profile super-imposed on the fitness report at the time of processing. We have found that RO’s are not keeping track with their markings and find that what they are saying in their section K’s may not match with their profile. For example, at the time this report was processed the RO marked the MRO in the 6 block, but the section K comments alluded to the MRO was the best Marine that this RO had ever observed. When reviewing the RO’s profile at processing (the numbers in red), you notice that there were 2 Marines marked with and 1 Marine marked above the MRO. The comparative assessment marks do not correspond with the Sect K comments. ONE OF THE FEW EXCEPTIONALLY QUALIFIED MARINES X ONE OF THE MANY HIGHLY QUALIFIED PROFESSIONALS WHO FORM THE MAJORITY OF THIS GRADE *NUMBERS ELECTRONICALLY OVERLAID AT TIME OF PROCESSING (OCT 2001) *INFORMATION EFFECTIVE AT TIME PROCESSING AND WILL NOT CHANGE *INFORMATION WILL SHOW UP ON OMPF AND DIGITAL BOARDROOM COPIES OF FITREP A QUALIFIED MARINE UNSATISFACTORY NUMBERS INDICATE TOTAL ASSESSMENTS AND HOW MANY TIMES RO HAS MARKED MARINES OF SAME GRADE ON THAT PORTION OF COMPARATIVE ASSESSMENT TREE.

Reviewing Officer Markings
RO marks - same grade at processing Obser Concur RO marks - same grade cumulative Col Spreadlode (Capt GC) 0/ / / / / / / /8 The Reviewing Officer Markings summarize the Marines standing relative to all Marines the RO has assessed and evaluated at the time the report was processed and at the time the MBS was printed. The following applies: The number to the left of the fraction is the number of Marines rated at each level The number to the right of the fraction corresponds to each block on the tree The 1 indicates ‘Unsatisfactory” and the 8 indicates “The Eminently Qualified Marine”. The box depicts where the MRO was marked on this report RO marks – same grade at processing: This depicts where the MRO was placed on the comparative assessment marking at the time the report was processed onto the OMPF. In this case, the top line or row of numbers show that the MRO was the third Marine placed in the #5 block, “One of the Many Highly Qualified”. There was one Marine marked above you, 2 marked with you, and 4 marked below you at the time the report was processed at HQMC. RO marks – same grade cumulative: This has the same philosophy above however it takes into consideration all Marines of this grade reviewed and assessed by Col Spreadlode. In this case, the report is now has 14 Marines marked above, 22 Marines marked the same, and 22 Marines marked below at the time the MBS was printed. RO’s should keep track of there profiles as drops in comparative assessment for a Marine serving in the same grade under the same RO can indicate a downward trend. For example, if Col Spreadlode had decreased the comparative assessment of the Marine above on the second report it would look negative to the selection board. In this case, the first report is on this Marine when serving as a Captain, while the second report was after his promotion to Major. Relative Value 90 RV is not the magic # RV broken down into thirds Upper: to 100 Middle: to 93.33 Lower: to 86.66 Comparative Assessment RO marks in relation to your peers Above: how many ranked above you. With: how many ranked with you. Below: how many ranked below you. It is paramount that the content of the entire report be considered, not just the above numbers So after all of this math and statistics, what is important? Remember, about half of all fitness reports are in the 80’s. 88 is not an below average Marine. The digital board room will provide a summary that groups reports as follows: RV is grouped into the top, middle, and lower thirds Comparative assessment break out will show how many reports of the same grade by the RO were rated above, with, or below. These numbers are only an additional tool to assist you. The value of every report should be taken as a whole.

GENERALLY, the more reports in the “UPPER” category of RV and the higher the number in “Below” category of CA the better Again, these numbers are only an additional tool to assist you.
