Navy Uniform Board CMDCM(AW) Jerry C. Featherstone
CNP, Flag Officers, MCPON, other board members and guests, welcome to this meeting of the Navy Uniform Board. CNP, we have all voting and non-voting members present either in person or via remote site VTC. I am CAPT Vince Drouillard. Mr. Rob Carroll and I represent RADM Holloway, OPNAV N13 and CNP on all uniform policy issues. Today, in addition to providing administrative updates on uniform initiatives, we will be voting on 10 uniform proposals. We have two new members to the board this year, CDR Julie Shank from COMPACFLT and CMDCM Mattie Wells from DDG107. With that said, I would like to take a brief moment to recap how the process takes place. For those of you who have not voted before, I will present each issue, and following discussion and questions, I will ask all voting members to cast their vote confidentially and anonymously by checking either AGREE or DISAGREE on the appropriate ballot. Each ballot is proposal unique, so make sure to use the correct ballot. After voting, please fold your ballot in half and place it in the box that we will provide. Voting members that are participating via VTC have been provided instructions on how to cast their vote. CNP as board president will vote last. At the end of the brief, I will provide the ballot results. If there are no questions, I would like to ask CNP for his opening comments. CNP Comments Thank you CNP. Conduct final design fit and wear test. Validate production of side zipper on jumper and trouser zipper on SDB wool serge material. Validate production of jumper side zipper, piping on cuffs in CNT fabric. Fit evaluation SDB/ SDW Contract & manufacture approved prototypes for distribute & evaluation. Conduct field test Fall 09. Analyze date from user evaluation of females in 3rd trimester, prepare recommendation & convene a virtual vote. 5. Issues/Remarks Final development phase underway. SDB Wool Serge fabric is more appropriate for all environments in winter SDW Bio-physical testing reflect added heat stress with addition of yoke and cuffs using CNT fabric. Assessed fit of unisex and female sizing for females as part of field test. Side Tab Design in Polyester material was favored in fit evaluation and wear test. The SDK Contemporary wear test concluded in August 2009 and the SDK Uniform Executive Summary & background was prepared. The SDK 75/25 Poly/Wool uniform wear evaluation was conducted with six subjects. Acknowledgement of test participation and history summary forwarded to the Uniform Matters Office. The commercial dry cleaning evaluation is in process. Contract requirement for SDK have been fulfilled (coats, trousers and shirts). 100% cotton pinpoint in corrected khaki shade developed. SDK over blouse prototypes and shirts manufactured in “approved” khaki shade completed. The development of 65/35/ poly/cotton in khaki shade in process. The SDK final report in process. Next I will update the PTU fitness suit – web survey approved. Wear test garments issues at three test sites. Women fit clinics conducted. Results of issue, fit clinics and short issue forwarded. Midpoint data conducted. Focus group script approved. Survey in process (end date 11 JAN 10). Focus groups scheduled. Laboratory testing on base fabrics in process. Garments sent to RTC for laundering. End item testing in process. Logo testing in process. Specifications drafted (fabric and end item). Size prediction charts validation – in process. Next I will brief the SDB update. Alternate constructions received and reviews from Ready One Prototypes for zipper completed in house. In house samples have been provided to vendors for comment. The Final Report is in process. Meeting with ITG on improved fabric processing for 100% wool. Technical requirements for the plastic zipper have been received from YKK. Drawings have been received from DSCP on broadfall and the drawings have been completed by NCTRF on jumper. Next I will brief the SDW – DC and Constitution with pattern updates. Addressed issues identified from wear test to include: sleeve length (drape addressed). Locking tab on jumper top zipper (technical requirements for zipper received form YKK). Nylon thread in cuff (addressed). Reviewed alternative attachment for binding tape. Size of Cuff (addressed). Report in process. SOA fabrics investigating alternative for CNT. Yoke depth on females has been corrected. Biophysical study in process. GHP results received (one sample remaining). Corrected pockets in jumper (added two). Addressing issues related to insignia placement. Next I will brief the Maternity Blouse – The issues identified from the Wear Test have been addressed. Pulling at neck and across shoulders and added a pocket. Tall length shirt patterns created. Procured tall length shirts for test (awaiting delivery). Procured slacks for test (in house). Procured additional blouses for evaluation. Coordinating fit clinic and second wear trial. The report status is in process. NCTRF- RDT&E and Performance Test (TBD 2010) UMO considering Navy-wide survey to formally introduce a proposal for the redesign of the female SDW Uniform. UMO drafting proposal to convene a Joint Service Working Group on the development of an optional, Joint Service Maternity Outwear. 5. Issues/Remarks Issue with premature peeling of logo on shorts has been corrected by the manufacturer Fleet awareness of loose buttons & boot discomfort issue NAVFAC PM. Awaiting funding for prototype component production and evaluation. Unofficial survey was inconclusive. Service representatives support development of working group if item is introduced as an option vs. a requirement. Chapter 1: General Uniform Regulations: GENERAL INFORMATION 1. POLICY. The purpose of the U.S. Navy Uniform Regulations is to: (1) Provide descriptions of all authorized U.S. Navy uniforms and components, and (2) Provide guidance for all Navy activities prescribing uniform wear in order to present a uniform image world‑wide. It is issued by direction of the Chief of Naval Operations and carries the force of a General Order. Any procedures or components, regarding uniforms or grooming, not discussed in these regulations are prohibited. 12

Chapter 1: General Uniform Regulations (2) Mission. The mission of the Uniform Board is to consider any matter related to Navy uniforms in which a perceived problem exists or in which a possible improvement can be made. The Uniform Board will be guided by the uniform goals and policy established by the Secretary of the Navy and the Chief of Naval Operations (CNO). 17

Uniform change proposals are to be endorsed via cover letter by each endorsing echelon. The final endorsement should include proposal Subject Matter Expert contact information. 19
