4 Badge Responsibilities All badges are property of U.S. Government, Must be returned when:  When you terminate  Clearance no longer required  Extended leave of 90 consecutive calendar days  Access authorization not required for 90 consecutive calendar days.

5 Badge Responsibilities O n all Sandia-controlled property. Above the waist. Right-side up. Remove badge when exiting Sandia premises.

6 Badge Responsibilities Renew badge when…. Physical appearance changes significantly Name changes Badge is damaged

7 Badges Off-Premises Not to be used for personal identification outside of Sandia premises, Exception:…  SNL Federal Credit Union  Coming on to Kirtland AFB

8 Badge Responsibilities  Protect your badge  Report lost or stolen badges immediately (or within 8 hours) to badge office  284-3626 – work hours  844-3155 – after hours

9 Protect Your Badge Treat your badge as you would treat your wallet. –Do not leave it in any vehicle overnight - Government, commercial, or private –Never let anyone hold your badge for you. Put your badge away as soon as you exit the base gates or when departing an off- site Sandia facility. (Do not hang your badge from your rear-view mirror.)

10 Who CAN Escort: DOE “Q”or “L”cleared U.S. citizens who possess an Active DOE badge (Standard or Site Specific). And who CANNOT: Individuals with a DOD secret (S) or top secret (TS) Uncleared Individuals Foreign Nationals Escorting

11 Badge visitor at SNL Badge Office Inquire if visitor has any prohibited articles Read and be familiar with responsibilities listed in your Escort Card Responsibilities (you can obtain these…) Do not escort more than 8 visitors at a time Escort Responsibilities

12 ESCORT RESPONSIBILITIES (Reference: CPR400.3.11) Anywhere on Sandia Premises Do not exceed 8 uncleared personnel (UP) per escort. Brief UP about evacuation procedures and how to report emergencies. Ensure UP are badged. Ensure UP follow rules and signs. If escort responsibility is transferred, ensure new escorts are aware of their responsibilities. Ensure UP surrender their badges per instructions on the orange card. Within Limited or More Restricted Areas Remain with UP at all times. Ensure UP do not gain access to classified. Inform UP of prohibited items. Allow access by UP through automated gates, using your badge and PIN. If visit ends later than 6 p.m., notify SNL/NM Security at 844-4657 or 844-4658. 13 PROHIBITED AND CONTROLLED ITEMS (Reference: CPR400.3.10) Firearms Explosives, pyrotechnics, propellants Illegal drugs & paraphernalia, intoxicants Other items prohibited by law RF-transmitting equipment Recording equipment (audio, video, data) Computers, peripherals, associated media Cell phones Portable electronics (including hand-held computing devices) Purchased/contracted for with U.S. government funds Required for a specified SNL mission Approved by line or project management Adheres to Business Rules (03/2002) UNCLEARED PERSONNEL RESPONSIBILITIES (Reference: CPR400.3.11) Remain with your escort at all times while in limited or more restricted areas. Wear issued badge above your waist on front of outer garment at all times. When your escort provides access through an automated gate, remain near the gate until your escort gains access. Follow instructions of SNL Security when you enter or exit a limited area via a manned gate. On final exit, surrender badge as follows: Give to Badge Office personnel, Give to SNL Security, Give to building receptionist, Place in a badge drop box, or Mail to SNL. Upon entering or leaving Sandia premises, all personnel are subject to search of their persons, hand-carried items, and vehicles. (03/2002)

14 Badge Retrievals Ensure your visitor (or you) returns badge to Badge Office when it is expired or no longer needed.  Badge drop boxes at gates, or  Mail to MS-0171 AGAIN, all Badges are Property of U.S. Government. They must be returned to the Badge Office for proper destruction.

15 Ensure visitor wears badge in plain view. Swipe your badge in reader for each uncleared visitor as each goes through turnstile; enter last keeping visual contact at all times. Always maintain constant surveillance on all uncleared individuals under escort, and remain with visitors at all times while inside secure area. Escort Responsibilities

16 Vouching (Allowing Someone to “Piggyback”) Term used to describe when one person allows another person access. When you vouch (allow someone to piggyback), you are saying “I have examined the risk and I accept responsibility/ consequences of allowing this person in the area unescorted.”

17 Vouching (Allowing Someone to “Piggyback”) ONLY DOE Q or L cleared U.S. citizens may vouch at SNL/NM

18 Vouching (Or Allowing Someone to “Piggyback”) Check for appropriate badging Accept Risk & Responsibility Best Practice? Best Practice? Send person to Badge Office instead of allowing person to “piggyback.”

19 Pedestrian Gates Badges are coded at Badge Office based on clearance level 24 hour accessibility When entering, remove and slide badge through badge reader Free flowing exiting

20 Kirtland AFB Access for Non-Employees  Visits for 5 business days or fewer  SNL/NM host must put visitor(s) on Entry Authorization Listing  Visitors must enter through the Eubank Gate only.  Visitor must tell guard that they are on the EAL; Guard will check the visitor’s name off the master list after ID is verified & let the visitor drive through.

21 Kirtland AFB Access for Non-Employees  Visits for longer than 5 business days  Extended vehicle pass can be issued at SNL Badge Office with proper vehicle information (Registration, Rental Agreement (if applicable) Insurance, Driver’s License, Badge)  Vehicle pass will be good through the duration of the visitor’s badge.

22 Clearance Refresher Training Responsibilities SEC 100 is an Annual Requirement for all Q & L cleared personnel –Refresher course is mandatory to maintain an active clearance. –Badge will be deactivated if briefing is not completed on or before due date. –Clearance may be terminated if briefing is not completed within 90 working days of due date.
