1 Bomb Threat Training Presented by Ken Lucas University of Miami Department of Public Safety

2 Reasons For Bomb Threats  1. Destroying Property (not to harm people) there is a bomb in the facility  2. Disruption of Daily Functions / Inconvenience (there usually is no bomb)

3 Threat Response Team  The team should include 4-5 key personnel within your department  Develop a telephone tree to advise other departments in the building of the threat

4 Bomb Threat Procedures  Use your “Bomb Threat Phone Call Checklist” when you receive a threat by phone  The team contacts Public Safety and ensures that all employees/students evacuate the building and go to your designated evacuation area.  The team meets at a designated command post outside the building

5 Forms of Threats  Letters  E-Mail  Telephone Calls  Suspicious Packages

6 Defining A Suspicious Package  No return address  Excessive postage  Restrictive Markings (personal, confidential)  Possibly mailed from a foreign country  Protruding wires  Excessive Tape  Address misspelled or address to title only  Address poorly typed or handwritten  Oily stains or discoloration on paper  Lopsided, uneven bulky packing

7 Evacuation  Check surrounding area to verify if anything is out of place or suspicious  Make sure the building is empty  After evacuation the Threat Response Team, first contact person, and any employees who noted suspicious objects should meet at the designated command post to wait for Public Safety personnel.

8 Plan Review  1. Notify a supervisor/call Public Safety at 8- 6666 immediately!  2. Threat Response Team coordinates evacuation.  3. Start telephone tree  4. Check area for suspicious activity/items  5. Team members assemble at command post with first contact person  6. All other employees proceed to evacuation area
