1 Amendment procedures of the 1958 Agreement (Draft Revision 3) 1958 Agreement including its Appendix Art. 13: Amendments to the Agreement and its Appendix 1 follow the usual procedure: -1 CP transmit to the SG a proposal for amendments; -Amendments are considered as adopted 9 months after the notification by SG unless 1 CP oppose; -Amendments enter into force 3 months later. Art. 13bis: Amendments to the SAPP follow a new procedure: -WP.29 adopts and submits to AC.1 a proposal for amendments; -In AC.1, all CPs applying one or more UN Regulations vote by unanimously; -Amendments are considered as adopted 6 months after notification by SG unless 1 CP applying one or more UN Regulations oppose; -Amendments enter into force 3 months later. Art. 12: Amendments to an existing UN Regulation follow the usual procedure: -WP.29 adopts and submits to AC.1 a proposal for amendments; -In AC.1, all CPs applying the UN Regulation concerned vote by majority; -Amendments are considered as adopted and enter into force 6 months after notification by ES (new), unless 1/3 of the CPs applying the UN Regulation oppose. Schedules of Administrative & Procedural Provisions (SAPP) Amendments to an existing UN Regulation annexed Art. 1(2): A new UN Regulation follows the usual procedure: -WP.29 adopts and submits to AC.1 a proposal; -In AC.1, all CPs to the Agreement vote by majority; -Amendments are considered as adopted and enter into force 6 months after notification by SG, unless 1/3 of the CPs oppose. New UN Regulation to be annexed Transmitted by UNECE SecretariatDocument IWVTA-SG58-08-05 Art. 12(6): Exemption approvals shall follow a new procedure: -1 CP submits a notification to AC.1 for adoption; -In AC.1, all CPs applying the UN Regulation concerned vote by majority; -Exemption approval are considered as adopted and shall be mutually recognized 1 month after notification by the secretariat, unless 1/3 of the CPs applying the UN Regulation oppose.
