2 2 Mandates IV Meeting of Ministers: CIDI/RME/RES. 12 (IV-O/05 “RESOLVES: –To adopt the Inter-American Program on Education for Democratic Values and Practices, attached to this resolution. –To instruct the Inter-American Committee on Education (CIE) to support the Inter-American Program by facilitating the development of its work plan and budget. –To instruct the CIE to present a report on implementation of the Inter-American Program to the Fifth Meeting of Ministers of Education.

3 3 V Meeting Ministers and GA 2008 V Meeting of Ministers of Education Cartegena de Indias: “redouble our efforts to continue forging a democratic culture in our Hemisphere by implementing the Inter-American Program on Education for Democratic Values and Practices, emphasizing that the values and practices that foster peaceful coexistence begin to be formed in early childhood”. [1][1] 2008 OAS General Assembly to be held in Medellin, Colombia, June –1-3, will focus on the theme of Youth and Democratic Values. –The Inter-American Program is recognized within the declaration as one of the main OAS initiatives in this topic –Request for the OAS to continue expanding the Program

4 4 Objective by Components Address the challenge of consolidating democracy in Latin American and the Caribbean through education. The Program seeks to strengthen national policies and programs by: RESEARCH: generating and disseminating research which contributes to strengthening democratic culture through formal and non-formal education Professional Development: the development and strengthening of pedagogical strategies in education for democratic values and practices Information Exchange: the promotion of horizontal cooperation and the exchange of experiences among the diverse groups which work on this topic at the international, regional, national and local levels.

11 11 Project Activity 4 : “Hemispheric Course on Evaluation of Citizenship Education Policies and Programs” Description: objective of this course is capacity building in those officials in-charge evaluation of national policies and programs in education for democratic citizenship and related areas through the exchange of experiences and by offering a space for the critical analysis, dialogue, sharing of literature and other resources. 15 15 Project Activity 6: Seminar “Role of Arts and Communications Media in promoting democratic values” Description: The objectives is to share practices and experiences in the use of media to promote democratic values and practices; to promote greater use of the media for civic purposes and to; forge links between government, civil society, and the private sector (media) in this area. 16 16 Key Actors Advisory Board: Composed by 40 renown experts in education for democratic citizenship and related areas from all the region. Their role is to identify gaps in knowledge and practice and come to a consensus on where the Inter-American program should focus its efforts. The Advisory Board met in April 2006 in Bogotá, Colombia. The Advisory Board will meet in November, 2008 in Guatemala to review the Program’s progress Inter-American Commission on Education (CIE): The CIE, representing Ministries of Education of the 34 OAS Member States, has anticipated technical and financial support for the activities of the program since 2005 and continues to monitors its progress. Department of Education and Culture. Executive Secretariat for Integral Development (DEC/SEDI): The Inter-American Program is coordinated by the department of Education and Culture in the Executive Secretariat for Integral development in collaboration with the Department of State Modernization and Governance in the Sub-Secretariat for Political Affairs.

17 17 Key Partners The University of Indiana, Toronto and the Pontificia Universidad de Católica de Chile are collaborating with the Journal. The University of Indiana is in charge of the first 4 editions with support of the University of Toronto, Canada and Pontificia Universidad Católica de Chile. New co-editors from Brazil, Mexico, Caribbean, Central America have been invited University of West Indies, Open University. For the “Citizenship Education in the Caribbean: An online course for educators” (in the Professional Development Component) the University acts as the main partner in the project. As a main partner UWI is in charge of developing in collaboration with OAS a group of regional experts for the contents of the course and the online platform.

18 18 Program Evaluation In the process of creating an integral strategy for evaluating the Program This strategy will be discussed with the Advisory Board and implemented at the beginning of the year 2009
