2 FIRST STEPS Even if it has been spoken and written about “EUROP ‘93” in professional and scientific public before the war in this country, activities for management systems establishing, in accordance with the International Standards in Bosnia and Hercegovina, have been started in early 90es First steps in this sense are initiated by University and consultative organisations from Serbia, Slovenia and Croatia.

3 POLITICAL CONDITIONS Bosnia and Herzegovina is a complex country with the structure made of two entities and three constitutional nations by Dayton Peace Agreement. In such "asimmetrical" structure, a so-called qality infrastructure was being made together with the establishment of all other state institutions.

4 POLITICAL CONDITIONS Great part in that process had and still have corresponding institutions and representatives from the International Community with the strategical plan of creating the conditions for the future integration of Bosnia and Herzegovina into European Union.

6 FREEDOM OF CIRCULATIONS IN EU Free circulation of people  abolishion of border controls  harmonisation of Law on entry, asylum, weapons and drugs  rights of EU citizens to settle and work on the territory of another EU country Free circulation of goods  abolition of border controls  harmonisation of mutual rules and regulations acknowledgement  taxes harmonisation Free circulation of srevices  liberalisation of financial services  harmonisation of banking and insuring supervisions  opening of transport and telecommunication market Free circulation of capital  more freedom of monetary and capital transaction circulation  steps towards mutual market for financial services  liberalisation of valuable papers transfer

7 MAIN QUALITY INFRASTRUCTURE  standardisation,  metrology,  accreditation,  researching and  certifying

8 THE BASIC PACKAGE OF LAWS (2000) o Law on standardisation in B&H, o Law on foundation of the Institute for standards, metrology and intellectual property of B&H, oLaw on metrology in B&H, oLaw on measure units in B&H, oLaw on accreditation in B&H and oLaw on foundation of Institute for the accreditation of B&H.

9 BAS STANDARDS Actual International standards that are directly or indirectly related to the development of the quality system and the system of enviromental protection (series of standards ISO 9000, ISO 10 000, ISO 14 000, ISO 17 000, EN 45000, DIN 18 000 etc.) have been taken over as BAS standards (standards of B&H). B&H has taken over 6770 of International, actually European EN standards as BAS standards, of which are around 95% taken over by the method of «the first side» that is they are not translated into official languages of B&H.

10 ASSOTIATION FOR QUALITY IN B&H Associations for the quality in B&H start to act in Federation of B&H since November, 1997, and after continuous mutual work of enthusiasts for the quality from Federation of B&H and Republic of Srpska it is organised and registered on new bases acting on whole area of B&H since November 2003. In the process of creation of conditions for reorganising and defining of model and concept of Association work, Mr. Bertrabd Jouslin, General Secretary of EOQ, has given the required contribution and with his advices and suggestions has directed the future work and acting.

11 The main directionc of Association acting in 2005  to become a member of European Organisation for Qality  continuous promotion of culture and new trends in the area of quality and standardisation development and promotion in B&H  education and conscience development for quality and application of International standards, directives etc.  initiating and participation in creation of State quality programme

12 CONCLUSIONS Present laws from the area of standardisation, metrology, accreditation and technical regulations on general security of product are in great deal harmonised with current regulations of EU, but they are not implemented;

13 CONCLUSIONS Directives of New Approach are not substantially passed into national legislature of B&H; Harmonised EN standards are in great deal taken over (around 50%) and actual BAS stadards are being taken over by the method of first side; Regulations in relation to product harmony assesment are not harmonised with existing ones in EU;

14 CONCLUSIONS Responsible autorities and other interested sides even beside significant efforts they have made, they have not succeeded enough to provide to the economy and other subjects such significance to the quality that is objectively present in global trade surroundings; Even if numeral educations in the area of quality have been conducted, it does not have sufficient number of competent professionals in this area.

15 CONCLUSIONS As one of results of previous state, in B&H, by now, 250 various organisations (enterprises, banks, universities, public administration, insurance society, trade–enterprises and others) have introduced and certified the quality system according to ISO standards.
