2 Emergency Management Program
Hello my name is Dean Manship. I am the Emergency Preparedness Program Manager at Claremont University Consortium. I hold a newly created position that was envisioned by the Council of Presidents to strengthen the consortium-wide emergency management programs and spur collaboration in our planning activities. I have been here just one year now and I feel that we have already begun to see significant improvements in these areas. Today I will share with you some of the activities which comprises CUC’s emergency management program, as well as the activities I have been able to initiate or play a significant role in, in regards to disaster planning at each of the 7 Claremont Colleges. I will finish up by providing an overview and an Incident Management System that we have been implementing over the past several months. Before I begin I would like to provide you a little bit of my prospective of the emergency preparedness environment that we have here at The Claremont Colleges, and some of the challenges we experience, all of which guide the emergency management activities we focus on. First of all, 6 of the 7 colleges are all adjoined, located on approximately one square mile of land. Therefore many disasters that we may face are likely to impact all of the colleges, making it unlikely that mutual aid and assistance can be provided by an unaffected consortial member. Unfortunately there has been a historical mindset that the colleges will have to compete for resources when a disaster occurs, and as a result much of the planning that has taken place has been conducted in a vacuum. I realized early on that even if I had the perfect solution to structure and coordinate the emergency management programs in the most effective way, I did not have the ability to have any of the colleges change or implement anything. So for the past year I have focused on developing CUC’s emergency management program with the intent that the colleges would see the successes that we are experiencing and hopefully follow suit. Implementation of new Emergency Operations Plan Identify, train, and exercise Incident Management Team Establish and equip an Emergency Operations Center Identify and train Functional Response Teams Development of emergency guidance for CUC staff Establish and maintain emergency supplies and equipment for CUC and Consortium-wide emergency response Develop a CUC Building Marshal Program

Intercollegiate Emergency Preparedness Committee Executive level participation to help set the vision and direction for emergency management at each of the colleges. Address collaborative opportunities for The Claremont Colleges to strengthen our ability to mitigate against, prepare for, respond to, and recover from manmade or natural disasters.
