A. 20 De Mayo 2002 2 Both Billing and Commercial have almost finished their tasks: o CIBER to TAP conversion Guide o Interstandard roaming implementation Guide Only Technology has activities still open: G95 roaming CDMA  GSM o There are still several aspects not solved (mainly related with packet data), but specification for the basic services are supposed to be published by June 2002. The GGRF GGRF is organized in three subgroups: Technology (network and terminals) Billing Commercial The GGRF itself is questioning if there is room for further activities or if the Group should be integrated into existing GSM Association groups.

A. 20 De Mayo 2002 3 Interstandard roaming from GGRF perspective Although the figures of travelers between GSM and ANSI-41 covered countries are very high, from roaming point of view, the reality differs very much. GGRF is doing a market research to determine the potential of the Interstandard roaming. Consequence of the fast expansion of the GSM coverage there is a significant reduction of the interest of GSM operators in the Interstandard roaming. GSM  TDMA Roaming (GAIT) is being crucial in the evolution of TDMA networks to GSM. There’s a growing market for roaming between CDMA  GSM, but... While GSM/CDMA compatible terminal continue to be non existent, there wont be a significant interstandard roaming.

A. 20 De Mayo 2002 4 Meeting between IFAST and GGRF Ifast representatives (Doug Rollender and Enrique Hervás) met with GGRF Chairmanship, Eric Hill and Juan Carlos Jil during the GGRF#6, held in Madrid GGRF’s “Interstandard Roaming Implementation Guide” is very much oriented to the GSMA standard procedures. Due to this, it is very difficult to adopt for the IS-41 operators, and of little use for them. An offer was made from IFAST to share the roaming guides, in order to improve the quality, mainly from IS-41 perspective, which would result in a benefit also for GSM operators, but because of the copyrights policy of the GSMA, it was not possible to do. In the present situation in seams that GGRF’s chairmanship doesn’t see a lot of advantages in having a closer relationship with IFAST. Finally, Mr. Gustaaf Van Ditzhuijzen from Vodafone (nl) (gustaaf.van.ditzhuijzen @vodafone.nl) was delegated to be the contact person with IFAST, but there seams not to be many points to discuss (up to now no contact has been established).

A. 20 De Mayo 2002 5 Conclusions A coordination of efforts could result in an better understanding of the other technology and, in the end, an improvement of the quality of Interstandard Roaming. Nevertheless, in the present situation, a cooperation between both organizations is not likely to happen.
