Long Range Planning- 5 years or greater System models used in the analysis go out 5 years and beyond Inputs are extrapolated from short term planning estimates Accuracy is therefore limited Results are given leeway in terms of interpretation Long Term Planning does allow the identification of potential areas of concern Attention is given to those problems that remain consistent over model runs especially those that get closer to the present Typically, there is enough time to develop mitigation plans and fund projects Long Range Planning Analysis has identified some areas of concern These occur at the end of the planning horizon At this time, these areas don’t warrant the outlay of capital but will be noted

Cleco 2011 Transmission Construction Plan Regions in purple indicate potential planning criteria violations Bus Under Voltage

Cleco 2011 Construction Plan 2022 Study Cases Bus under voltage Violations Mitigation: Investigate installation of capacitor banks at Pine Prairie. Pine Prairie 138KV Bus Voltage 0.8907 P.U. Most limiting Contingency: Coughlin – Pine Prairie 138KV Line Oakdale 138KV Bus Voltage 0.8979 P.U. Mitigation: Investigate installation of capacitor banks at Plaisance. Most limiting Contingency: Coughlin – Plaisance 138KV Line Plaisance 138KV Bus Voltage 0.885 P.U.

Cleco 2011 Transmission Construction Plan Questions ?

Agenda Introduction Economic Planning Studies Acadiana Load Pocket Project Update 2011 Transmission Construction Plan Facility Ratings Changes Model Review Stakeholder Business Final Questions Adjourn

New NERC standards mandated Cleco to re-evaluate all 100KV and above Transmission Line Ratings including the following elements: – Breakers – Switches – Conductor – Jumpers – Bus – CT Ratios – Wave Traps – Relay Setting Limits

Results of Analysis Upgrade of multiple lines whose limiting element created base case overloads Since 2010 – Changed Normal Rating temperature basis from 85° to 93°C Increased Normal Ratings – Changed Normal and Emergency Rating procedures for jumpers Increased Normal and Emergency Ratings

Comparison of 2010 to 2011 SPP series of models: – Cleco Transmission lines 100KV or greater 51% had their A rating increase – 8% had their A rating decrease 13% had their B rating increase – 1% had their B rating decease – Cleco Tie Lines 11% had their A rating increase – 49% had their A rating decrease 19% had their B rating increase – 28% had their B rating decrease Refer to the SPP models for specific line ratings
