WSCA/NASPO eMarket Center and eProcurement Solutions Cooperative Contract Overview and Update John Utterback and Kate Offerdahl NASPO Annual Conference September 11, 2012 Hello everyone, thank you for the joining us today. Kate and I are excited to share with you information and updates on two important initiatives of benefit to NASPO States. Kate Offerdahl and I will be running through some slides today and have set aside time at the end for questions and feedback. I will begin and Kate will follow in the presentation. Paul Stembler is supporting our webinar today. This session will be recorded and will be made available to you all.

2 WSCA/NASPO eProcurement Solutions Cooperative Initiative
WSCA/NASPO eProcurement Solutions and Services Master Cooperative Agreement Comprehensive multi- state solicitation led by Colorado on behalf of WSCA/NASPO resulted in an award to SciQuest with Partners IBM and Binary Fountain. 38 eProcurement related firms responded to the RFI 17 States participated in the RFP solicitation 15 eProcurement providers responded to the RFP 9 States participated in the RFP evaluation As the State Purchasing Director for Colorado, I led the cooperative sourcing initiative with the participation of state procurement and subject matter experts from nine States. This was a significant gathering of State Procurement directors and staff collaborating to select an eProcurement provider with a toolset most beneficial for States! Realizing that the Planning, Sourcing, and Contracting for Procurement Applications is resource intensive, difficult and time-consuming, this collaborative effort was aimed at providing benefit to State procurement offices and public sector procurement as well. Colorado, Oregon, Nevada and Washington formed a collaborative core along with 5 other States to conduct the market research, developing and managing the solicitation, the exhaustive evaluation process and final award to SciQuest in May 2011.

10 What is the WSCA/NASPO eMarket Center?
A web based purchasing experience available to all NASPO members using a shared application to shop, buy and view contract documents. Purchases are made using either a pCard or Purchase Order Number, both issued from outside WNeMC.

12 What can you expect from the eMarket Center?
All WSCA and NASPO cooperative contracts - a single, shared, uniform searching and buying experience Contractor Enablement Rolled out in phases- currently working on phase two contractors Order of contract enablement was based on total sales The eMarket Center allows for several possible types of enablement Lead Managed Catalog Ordering Instructions Hosted Catalog Punch-out Level 2 Punch-out Some contracts will be visible in the eMarket Center but will not have any functionality because of the nature of the contract For example: Walk-In Building Supplies Contract (Utah) or Background Screening Services (Utah)

16 What can you expect from the eMarket Center?
What is or will be in the eMarket Center? Contract Visibility to States Your end users will only see the contractor that your state has signed a PA for The WNeMC Administrator will be regulating the visibility of each contractor Authorized Users State Coordinators have the ability to approve or deny each user The State Coordinator has access to assign multiple permissions and restrictions for each user Each authorized user will have the ability to search, compare and order (depending on the roles and permissions they were assigned by the State Coordinator) Order made using a pCard or Purchase Order (issued from outside the eMarket Center)

What is or Will be in the eMarket Center? 4. Single location for WSCA/NASPO essential documents - Solicitations and Master Price Agreements 5. Data Gathering -The eMarket Center will act like a portal for data gathering SciQuest has partnered with Binary Fountain to manage spend data WSCA/NASPO eMarket Center Web-Portal - All users will use the web-portal to find contract information, training documents and training videos for the eMarket Center The web-portal will also serve as the main access to browse, use and register for the eMarket Center

20 How to prepare for next steps of Participation
Take advantage of participation in the eMarket Center whether or not your State has moved forward in acquiring the SciQuest solution: States that purchase the SciQuest Solution can access their WSCA/NASPO contracts through their own eProcurement site If not, your state can utilize the eMarket Center and access the WSCA/NASPO contracts in which it participates State will execute an eMarket Center Enrollment Document

21 How to prepare for next steps of Participation
State CPO will designate a State Coordinator State Coordinator will be the state administrator in the eMarket Center - Collect of PA’s, gather all Agency and Poli-Sub information for Department level upload and help design state’s Org Message and Resource Information Approve or deny end users Provide all training necessary for approved users, i.e. Train the Trainer, snippets and written guides Serves as the single point of contact for approved users and WNeMC Administrator for all state related issues Serve as single point of contact for state spend data via Sciquest and Binary Fountain Roll out/Marketing to state and local entities to begin registering in the eMarket Center This decision will be made on a state by state basis
