4 Current status Band due to return to RA management in 2003:  Complex band so many logistical issues  Difficult sharing issues with satellite  Particularly NGSO (teledesic) Channel plans:  ITU-R F.595 and CEPT ERC Rec. compliant  7MHz, 1008 duplex for low capacity  110/55/27.5MHz, 1010MHz duplex med/high cap.  Many antenna/equipment combinations - need time to sort out tools !  Some legacy (low capacity) systems in centre of band Standards  BT and ETSI specs (e.g. new ETSI EN 301 787)

5 18GHz Satellite Feeder links 17.7-18.4 GHz allocated to FSS (E-S) for feeder links for BSS Sharing Constraints for FSS due to fixed links in 17.7 - 19.7GHz band, especially in urban areas. Trend is for growth in number of FSS Earth stations. Desirable to safeguard the FS spectrum from FSS uplinks - especially in urban areas. Existing UK FSS policies on the band could be publicised ?

6 Satellite sharing issues Probability ? i I BT 8,000 fixed links in UK and growing fast New FSS systems planned yr. 2005? (e.g. Teledesic, ARCS, Spaceway) Risk of interference to Earth station from existing fixed links at 18GHz (low risk) Satellite PFD limits tightened across most of the band at WRC-97 Mitigation techniques needed (ATPC, antennas, site shielding) as appropriate. 7 New ERC Decisions on FS/FSS New “ERC Decisions” developed for 11GHz, 18GHz and 28 GHz bands Intensive discussions in CEPT over 3 years 11 GHz : gives priority to FSS (FS limited to long-haul high capacity) 18 GHz : emphasizes that uncoordinated Earth stations take the risk of interference from FS and recommends interference mitigation techniques 28 GHz : segments the band 1/3 FSS, 1/3 FS and 1/3 shared (geographic basis)

8 WRC2003 Agenda item 1.25 WRC-2003 will consider regulatory issues and identification of spectrum for high density fixed-satellite systems above 17.3GHz, in particular above 19.7 GHz Teledesic want to get 18.8-19.3 / 28.6-29.1 GHz identified for HDFSS exclusively. UK working hard within ITU in order to make sure that the thrust of the ERC Decisions get carried through to ITU-R Recommendations BT encourages identification of current exclusive FSS bands and support opening up new bands such as 39.5-40GHz ?
