16 Stage 1b (April – May 2011) the sustainable physical capacity of the Corridor (particularly for new housing development of up to 5000 homes). the levels of demand it is reasonable to plan for in each of the target land uses in Shipley Town Centre and the wider Area (housing by type; B1, B2 and B8 uses; sui generis uses; local centre uses), taking into account, amongst other things, the job creation potential of the Area. the assets the evidence shows offer scope for development (which could include for tourism and things like the will and enthusiasm of local communities). the needs of local communities that exist or are anticipated in relation to meeting the reasons for a 5,000 housing requirement. the capacity of the infrastructure – energy, highways, schools, health, public space, recreation space etc, including the possible role of a restored canal. the market failures and other deterrents to private sector investment that must be corrected or overcome if the Area’s capacity for development is to be realisable and sustainable.
