Initial Performance Review A review of either a developmentally approved professional education unit and/or preparation program(s) to determine if performance data indicate standards are being met Standards are determined to be Met or Not Met Typically occurs 3 years after the Developmental Review

HEOA: Low-Performing Defined as meeting all of the following conditions: a.Three years of unit level aggregated GACE Content Assessment pass rates are not at or above 80%; b.PAAR and/or Title II reports were not submitted, verified, and finalized by the published PSC deadlines for one or more of the previous three years; and c.A significant discrepancy exists between the number of program completers and the number of completers who attempt and do not pass the GACE Content Assessment in their field of preparation.

Program Reporting System (PRS) and Preparation Approval Annual Report (PAAR ) PRS and PAAR are accessed through the GaPSC’s secure web portal http://www.gapsc.org. Every "author" who will be contributing report materials or operating the program must have a unique login ID. To obtain one or more login IDs, request them from your GaPSC Education Specialist by sending a list containing the following information for each individual:http://www.gapsc.org First and last name E-mail address User privilege level (read-only or edit)

Program Reporting System (PRS) The Program Reporting System (PRS) collects information describing educator preparation programs for which you are requesting approval and submits that information to the Georgia Professional Standards Commission (GaPSC).

PRS stores contextual information about each type of preparation program as well as performance data that define how well the program meets the GaPSC Georgia 2008 standards for educator preparation. The Preparation Approval Annual Report (PAAR) collects information describing the Educator Preparation Provider and educator preparation programs, and submits that information to the Georgia Professional Standards Commission (GaPSC). Preparation Approval Annual Report (PAAR)

PAAR collects and stores descriptive information about the Educator Preparation Provider and also about each preparation program. Pre-Service Certificate

Four tiered certification system: Pre-Service Induction (first three years of teaching practice) Professional Advanced Professional and Lead Professional Tiered Certification – Pre-Service Certificate

The Pre-Service certificate is part of Georgia’s tiered teacher certification system and provides a statewide structure to organize procedures related to pre-service teachers once admitted to preparation programs. Such procedures are designed to: (a)Assure the safety of school children; (b)Provide opportunities for pre-service teachers to practice/demonstrate knowledge and skills; (c)Standardize the criminal background check process across the state for pre-service teachers eliminating those who are not eligible or suited to the profession; (d)Assist pre-service educators in understanding the Georgia Code of Ethics for Educators and holding them accountable under the Code; and (e)Require attainment of the Pre-Service certificate for anyone participating in field experiences and student teaching in Georgia schools (to include candidates in Georgia and from out-of-state programs). Requirements: (a)Have the program provider request the Pre-Service certificate for candidates enrolled in Georgia EPPs (Education Program Provider), or enrolled in out-of-state EPPs, if participating in field and clinical experiences in Georgia schools by following the established procedures; (b)Be admitted to an education program leading to Induction certification; (c)Have a successful federal background check/fingerprinting ; and (d)Have a passing score on a GaPSC standards-based assessment of knowledge of the GA Code of Ethics for Educators. The Pre-Service certificate is valid for five years, with the following exceptions: Expires upon program completion and recommendation; Invalidated if a student drops out or is removed from a program; and May be extended upon the request of the EPP. edTPA

The edTPA is a subject-specific performance assessment administered during a candidate’s student teaching. It has been designed to be predictive of effective teaching and student learning and requires the candidate to integrate the three critical teaching tasks of planning, instruction, and assessment to impact student learning. The assessment, developed by Stanford University, has been field tested in over 25 states, including 8 IHEs in Georgia. This spring a large number of our private and public IHEs are piloting it with some of their programs.

Op Infield: Candidate’s field of certification (education or content) New Field: New certification area in a GaPSC approved certification field In State Completion of program at a GaPSC approved education unit OR at a university with a Carnegie Classification of RU/VH Activity or RU/H Activity Completion of a GaPSC approved program that leads to initial certification at a GaPSC approved education unit AND pass the Georgia state approved content assessment AND complete Georgia requirements AND add the field to certificate.
