11 California airports incentives for alternative fuel vehicles
Los Angeles International Airport (LAX) Upgrading Public Electric Vehicle Chargers Alternative Fueled Vehicle Requirement For Fleets LAWA Fleet Policy For Alternative Fuel Procurement New Bradley International Terminal designed to support all electric ground service equipment (GSE) LAX is planning to replace older EV chargers in the Central Terminal Area parking structures and provide several dozen new chargers to serve the public For fleets such as rental car buses and hotel shuttles, vehicles that weigh greater than 8,500 lbs must meet alternative fuel requirements by 2015 LAWA’s fleet purchase policy is to procure alternative fuel vehicles. Currently the fleet is more than 62% alternative fueled The new one million square foot Bradley West Terminal will have infrastructure to support electric GSE at the international gates. 20 Memorandum of Understanding (MOU)
Agreement between Airport Authority & California Attorney General’s Office Objective is to reduce energy use & Greenhouse Gas (GHG) emissions Identified 14 Specific Measures Begin implementation January 1, (March, 2010) It is important to note that a plan to address our GHG emissions must be in place by the first of the year. SDCRAA Air Quality Management Program December 2009

21 Summary of MOU Specific Measures
Provide landside power and pre-conditioned air at gates Reduce aircraft ground-based movement GHG emissions 20% by 2015 Replace aircraft pushback tractors with electric or alternative fuel vehicles Replace shuttles with electric or alternative fuel vehicles Use of green materials and sustainable design (LEED Silver or higher) Use of green construction methods and equipment Work with tenants to reduce GHG emissions It is important to note that a plan to address our GHG emissions must be in place by the first of the year. SDCRAA Air Quality Management Program December 2009

22 Two Options in GHG MOU Section 2 (b) provides for 2 implementation options: Mandatory Conversion -GHG MOU default mechanism Incentive-Based Program -Airport Authority-developed plan 83% (24 of 29) Airport-operated shuttles have been converted to compressed natural gas (CNG)

23 Air Quality Management Plan (AQMP)
AQMP Elements  Baseline Emission Inventory  Air Emission Reduction Opportunities  Ground-Based Aircraft Movement  Addressing AG-MOU Report  Vehicle Conversion Program Mission Statement The purpose of the AQMP for San Diego International Airport is to aid the Airport Authority, airport tenants and other stakeholders in effectively managing and reducing their air emissions and overall carbon footprint. 24 SAN Emissions Inventory
Baseline conditions of 2010 Criteria pollutants & Greenhouse Gas (GHG) Emissions Includes all airport-related sources both on- and off-site Follows TRB-ACRP Airport GHG Guidebook Based on up-to-date data The 4th bullet actually should read “ Follows FAA and TRB guidance,” since we followed the recommendations in the TRB -ACRP report , Guidebook on Preparing Airport Greenhouse Gas Emission Inventories (ACRP Report 11), released in April 2009.
