2 www.infrastructureontario.ca 2 Project Name:New Oakville Hospital Scope:  Project Includes:  New facility: Will accommodate diagnostic and treatment facilities, ambulatory care facilities, rehabilitation and complex continuing care facilities as well as a variety of support departments.  Location: Will be located on a 50 acre new hospital greenfield development at Dundas Street and Third Line in Oakville, Ontario.  Total Beds: 457 bed facility that will evolve over time to accommodate 704 beds.  Parking: There will be surface parking as well as a covered parking structure to accommodate visitor, staff, physician, volunteer, student and supplier/consultant parking. Building Type: Main Building: 8-10 storey tower, and several 2-4 storey wings, Roof Top Mechanical Penthouse one level below grade. Parking Structure: 2 to 4 story, on grade concrete structure. 8 www.infrastructureontario.ca 8 Design Submission Evaluation Criteria  Includes Evaluation of: 6.1 Project Vision and Guiding Principles and Objectives 6.2 Clinical Functionality, including Infection Prevention and Control 6.3 General Functionality, including Accessibility and Safety/Security 6.4 Design Quality, including Environmental of Wellness 6.5 Sustainability, including Flexibility / Adaptability / Expansion 6.6 Technical Building Quality The quality of the design was important to HHS and this was demonstrated by the high weighting the Design Submission had on the overall Technical Score. The high weighting and the categories helped focused the team on delivering a high quality yet affordable solution

10 www.infrastructureontario.ca 10 Illustrative Design The Illustrative Design: –Represented a compliant design with approved clinical functionality and program layout. The design and layout was endorsed by Clinical and Management User Groups of Halton Healthcare Services (HHS). It was however open to innovation by Proponents.

11 www.infrastructureontario.ca 11 Innovation in DBFM projects Much time is spent discussing risk transfer in generating value for money. Less time, but of at least as much importance is the value of design innovation in generating value for money and real savings. Under a stipulated sum or Build-Finance project, all proponents are bidding to the same design so bid prices are not likely to vary greatly. Under a DBFM, three different designs can generate significantly different construction prices. A Proponent who submits an efficient and optimized design can: -significantly reduce their construction costs since they can efficiently utilize building materials and labour. - With a smaller BGSF there is less building to maintain and repair from a lifecycle perspective. - Also, a lower construction cost means a lower capital cost and consequently lower financing costs.
