3 LADWP RPS Master Plan On December 13, LADWP management presented to the Board on how LADWP plan to meet the RPS goal of 20% by 2010 Six general areas that make up the Master Plan Existing resources – Consisting of Aqueduct, Hyperion digestion, Lopez microturbines, solar rooftops, landfill gas contracts, Wyoming Wind project, and purchases Planned resources – Consisting of Pine Tree Wind Project, Powerex Small Hydro, and the ongoing solar rooftops program 2004 LADWP RFP – Resource acquisition consisting of originally seven projects 2005 SCPPA RFP – Resource acquisition consisting of originally seven projects and now new 2006 SCPPA RFP that closes October 16th. LADWP Development – Resource development on LADWP owned properties. Transmission Developments – Consisting of the Pine Tree Transmission Line, new Tehachapi Transmission System, Green Path Project, and Southern Transmission System upgrade DSM Assumptions – Use the Maximum Achievable Level

6 Planned and Developed Renewable Resources
Pine Tree Wind Project (120 MW) Completed draft RFP specification for BOP work. A final draft RFP specification for design build of the 230 kV transmission line is complete. Barren Ridge switching station under construction. Waste to Energy Conversion – Proposed four 25 MW (total of 100 MW) Municipal Solid Waste to energy conversion technology developments with Los Angeles Bureau of Sanitation. The projects will be located in Los Angeles and the in-service dates are projects to be 2010 through 2013. Concentrated Solar Power – Proposing two 125 MW CSPs for development by LADWP on owned lands with transmission access and tentative in-service dates of Geothermal – 50+ MW of geothermal development in the Salton Sea area on owned land with tentative in-service date of 2012.

Project Plan-of- Service: 500 kV, 100 mile line from a new Indian Hills Substation (IID) to a new Upland Substation (LADWP – near Rancho Cucamonga) Expected project rating at 1200 MW (Phase 1 WECC rating process) Ownership: LADWP 80%, others 20% Project include upgrade about 40 miles of Victorville – Century 287 kV line 1 from Victorville to 500 kV. Projects Provides substantial system reliability improvement to the Grid Project Timeline: Rating Studies and Reliability Assessment: 7/2004 – 12/2006 Environmental Studies: 10/2005 – 6/2008 Project Construction Period: 3/ /2009 Project COD: November 2010
