6 Personal licence renewals – 2015 onwards The proposal The problem The solution? And the Minister said: "There are a number of alcohol licensing provisions progressing through Parliament as part of the Deregulation Bill. One such measure is the removal of the need to renew a personal licence. The timescales for the Bill means that there may be some who will need to renew their licence before the changes take effect. This is beyond my control, although I do recognise that it is far from ideal. My officials will work with you to establish the best way of handling transitional arrangements and we will publish specific guidance later this year."

7 Changes to the Mandatory Conditions – 1 October 2014 These are important and significant changes and will impact. Responsibility for ensuring compliance with the mandatory conditions at premises – now more generally includes the DPS in addition to the PLH Irresponsible promotions ◦Changes overall test ◦Affected promotions include: ◦Drinking games ◦Provision of alcohol free or for a fixed or discounted fee ◦Rewards for consumption of alcohol ◦‘Significant risk’ of breaching one or more of the four licensing objectives ◦Promotional posters

8 Changes to the Mandatory Conditions – 1 October 2014 Provision of small measures ◦The responsible person must ensure that the following drinks if sold or supplied for consumption on the premises are available in the following measures: ◦beer or cider - half pint ◦gin, rum, vodka or whisky - 25ml or 35ml ◦still wine in a glass - 125ml ◦BUT ◦As well as making the drinks available in the above measures, the responsible person must also make their availability clear on menus, price lists or other printed material, and ensure that these are available to customers on the premises AND ◦Where a customer orders a drink listed above but does not specify the alcohol measure, the customer should be made aware of the range of measures available. This can be either verbally or by ensuring they have seen the printed materials on which their availability is listed. ◦NB Effect on price list, menus and other printed material – and on staff training

9 Allergens New Regulations enforceable from December 13th 2014 Discuss with suppliers now - understand how they will provide allergy information down the supply chain Allergen information for non pre-packed foods includes draught beverages and food

10 Allergens Widespread changes to food labelling across the EU Consumer Food Information Regulations (FIC EU 1169/2011): ◦Consumers at the centre of the requirements ◦Product labels contain information to allow consumers to make informed decisions about purchases ◦Format of information; ◦ minimum font size ◦placement of key ‘mandatory’ information

11 Allergens Regulations affect pre-packed and non pre-packed foods For pre-packed beer - existing labelling exemptions for alcoholic beverages remain, subject to a report requested by the Commission early 2015 The new requirements are enforceable from 13th December 2014
