Contract Completion Construction Memo No. 1-07 Dated February 14, 2007 Reiterates the specification on when a project is called completed Turnover in personnel Uniformity

PROJECT COMPLETE The satisfactory completion of all work relating to both Contract Bid items and any items added by a supplemental agreement (change order). R.E. punch list prior to completion

CORRECTIVE WORK Need to get project off the books Comprehensive Final Inspection Report 90 Calendar Days (March 1 – Sept 30) Or By June 1 (Oct 1 – Feb 28) If not, LDs are to be assessed Intent is to close out project

Liquated Damages Rates as per specifications Compensation for administrative cost Same rates since 1983

Erosion Control Liquated Damages After a 5 days of written notice, LD are to be charged at the same rate as project

Change Order Process 101 3 Stages Stage 1 Need recognition Discussion for need Emails Phone calls Site visits Review cost – cash flow management Seek FHWA input if needed

Phase 2 Change order is drafted In Sitemanager Verification of funding (if not already done) Seeks reviewers approvals Make any corrections as necessary Commissioner Approves

Review Committee Resident Engineer – drafts CO District Office TEBM, District Construction Eng & Executive Director (Chief Engineer) Central Office Liaison Director of Construction Executive Director for Project Delivery Review Committee (CO over $250,000)

Stage 3 CO status changed to Pending Sitemanager RE mails CO to Contractor Contractor reviews, signs and mails to Commissioner Once received, Commissioner signs and sent to Accounts Approval status in Sitemanager Work can then be paid for

Change order Work can begin when verbal approval is received from Commissioner Funding has been verified If change order verbal is needed, use of phone call or email will usually suffice on a specification item work (Examples – fuel & asphalt adjustments, some overruns, etc.)

Specification Book New book for 2008 Rewrite to be completed by October 2007 In place for January 2008 Letting Index hopefully located in back of the book
