2 Chief 101 Class This class consists of several
programs that together will satisfy the 9s inspection criteria as specified by the North Carolina Administrative Code. The primary objective of the course is to inform current and future chief officers of the various aspects and complexities surrounding the operations and organization of North Carolina fire departments.

information that pertain to NFIRS. Describe the various parts of NFIRS and how to obtain free access. Describe the requirements to use NFIRS under N.C. Administrative Code.

G.S (a) (a) Whenever a fire department responds to a fire, the chief of that department shall complete or cause to be completed a fire incident report, which report shall be on a form prescribed by the Department of Insurance. If there is no fire marshal in that county, the fire department shall forward a copy of the report to the county commissioners. The fire department and the fire marshal or county commissioners to whom reports are sent shall retain the reports for a period of five years. 8 NC AC 05A.0507 OSFM has now implemented a requirement for incident reporting for rating purposes which requires a fire department to report on the National Fire Incident Reporting System (NFIRS) to the N.C. Office of State Fire Marshal.

9 Introduction to NFIRS 5.0 Introduction Interview History In 1972, America Burning was published and brought attention to the nation’s fire problem and led to the development of the U.S. Fire Administration (USFA). In 1974, the USFA was authorized to gather and analyze data about the nation’s fire problem. An agreement was made between USFA and National Fire Information Council (NFIC) to maintain the National Fire Incident Reporting System. In 1972, the President’s Commission on Fire Prevention and Control published a document called “America Burning”. This document revealed the need for the collection of fire data. This need received widespread recognition in 1974 when the Fire Prevention and Control Act authorized the US Fire Administration to gather and analyze fire data relevant to the nations fire problem. The USFA through a contract with NFPA in the mid 1970’s, established the first National Fire Reporting System. The USFA through a series of agreements with the National Fire Information Council (NFIC) developed and maintains the National Fire Incident Reporting System … commonly referred to as NFIRS.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 1 - Basic Module Completed for every incident. The Basic Module (NFIRS 1) is used for every incident. State legislation determines which optional modules must be submitted to the state The Basic Module is the only report which must be completed for many incident types, i.e. confined fires, small hazmat incidents, etc. Meets the need for a short-form method of incident reporting

14 Introduction to NFIRS 5.0 Introduction Interview NFIRS 1 - Basic Module For many incident types, the Basic Module is the ONLY report that must be completed. It meets the need for an abbreviated form of incident reporting for some fires.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 2 - Fire Module The Fire Module (NFIRS 2) is used for any fire that extends beyond a non-combustible container. Collects information regarding: property details on-site materials or products cause of and factors contributing to ignition fire suppression factors description of any mobile property involved Required for all fires that extend beyond container.

16 Introduction to NFIRS 5.0 Introduction Interview NFIRS 2 - Fire Module The Fire Module is used for any fire that extends beyond a non-combustible container. It is applicable for a vehicle fire, building fire, or vegetation (grass) fire unless the Wildland Fire Module is used.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 3 - Structure Fire Module The Structure Fire Module (NFIRS 3) is used in conjunction with NFIRS 2 to record a more complete picture of structural fires Notes data about: the structure - type, status, height, etc. on-site materials or products fire origin and spread material contributing to flame spread presence and operation of detectors and automatic extinguishing systems Used for fires involving buildings.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 3 - Structure Fire Module The Structure Fire Module is used along with the Fire Module to gather detailed information about larger fire incidents that involve buildings or portable/mobile structures.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 4 - Civilian Casualty Module Civilian Fire Casualty Module (NFIRS 4) Captures data regarding any civilian (non-fire service) casualty associated with a fire-related incident Civilians include private citizens, non-fire department EMS responders, and police A casualty is a person who dies or is physically injured in such an incident. Captures data regarding civilian casualties resulting from a fire.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 5 - Fire Service Casualty Fire Service Casualty Module (NFIRS 5) Used to report only firefighter injuries or deaths involved with an incident Information is collected about: activity at time of injury primary symptom and injury severity cause of injury and factors contributing to it where the injury occurred Used to report injuries, deaths or exposures to fire service personnel.

23 NFIRS 6 - EMS Module Gathers data relating to provision
Introduction to NFIRS 5.0 Introduction Interview NFIRS 6 - EMS Module EMS Module (NFIRS 6) The purpose of the EMS Module is to gather basic data relating to provision of emergency medical care to the community The EMS Module is not intended to replace or otherwise interfere with state or local EMS patient care reporting requirements. The data elements in this module should be viewed as “core elements” around which a complete patient care report can be built. Gathers data relating to provision of emergency medical care.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 7 - HazMat Module The purpose of the Hazardous Materials Module (NFIRS 7) is to document REPORTABLE Hazmat incidents. A REPORTABLE Hazmat Incident occurs when: Specialized hazmat resources were used or should have been used for managing the situation; or Releases or spills of hazardous materials exceed 55 gallons; or As otherwise required. Used to document REPORTABLE Hazardous Materials Incidents.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 8 - Wildland Fire Module Wildland Fire Module (NFIRS 8) Used to document reportable wildland fires. Any fire involving vegetative fuels that occurs in the wildland or urban-wildland interface areas, including those fires which threaten or consume structures Gathers facts about: number of acres burned type of materials involved in wildland fires conditions which contribute to the ignition or spread resources needed to control and/or extinguish these fires Used to document reportable wildland fires.

Introduction to NFIRS 5.0 Introduction Interview NFIRS 11 - Arson & Juvenile Firesetter Arson Module (NFIRS 11) Used as a local option Can help identify with precision: when and where the crime takes place what form it takes the characteristics of its targets and perpetrators Used whenever the Cause of Ignition is coded as “intentional” or “under investigation.”
