6. 23 CFR 450.324  ( c) TIP shall include capital & non-capital transportation projects (or phases of projects)  (e) TIP shall include an estimated total project cost, which may extend beyond the four years of the TIP  (g) The TIP shall include only projects that are consistent with the transportation plan  (h) TIP shall include a financial plan  (i) The TIP shall include a project, or a phase of a project, only if full funding can reasonably be anticipated to be available
