3 Context  Large program of favelas (slum) upgrading and their integration into the urban tissue  Many interventions are planned  Infrastructure upgrading, roads, sewage and draining, water supply, garbage collection, etc  Impact evaluation will look into the following key identified areas: ▪ IBASE: participatory diagnostic process ▪ Service delivery and Operation & Maintenance ▪ POUSO (Advanced Post for Urban and Social Orientation)

8 Evaluation Questions  Rule Setting:  What’s the best participatory approach to optimize communities’ understanding and acceptance of the rules?  Test knowledge and perception of rules in the community  Rule Enforcement / Compliance:  What are the most effective mechanisms to decrease the incidence of conflicts / non-compliance of building rules?  How to deal with externalities associated to densification?  Can a market solution be more effective than stringent regulation?  Indicators  Compliance rate  Extent of the informal housing market (medium and long term)  Property / rental value
