1 RPF Binder Distributor Task Team Feedback 21 May 2003 Pietermaritzburg

2 Task Team Mandate A resolution was passed at the May 2002 RPF to form a task team to address issues relating to binder distributors namely: –Appropriate validation period for calibration certificates –Develop a rational method for the ‘bakkie’ test –Compliance criteria for transverse distribution –Spray tolerances for various binders –Protocol for flushing and testing spray bars on- site in line with HSE requirements

3 Recommendations of Task Team Agreement was reached by the Task Team on the following issues: –12 month validation period for calibration certificates –Test method protocol for ‘bakkie’ test –‘Bakkie’ test tolerances –‘Bakkie’ test register –Spray rate tolerances Where applicable the above proposals to be included in the revision of TRH 3

6 Spray rate tolerances Max variation from specified rate to be largest value of: 1.+- 0.06 l/m2 for any binders (net cold) 2.+- 5% at spray temperature for Conventional binders (pen, cut, emul) PMB’s Bitumen rubber 3.+- 5% at net cold for bitumen emulsions Payment reduction factors and remedial measures Min lot size of 4,000 litres

7 Best practice related to binder distributors & the environment Update Sabita Manual 8 to incorporate best practice wrt: –Latest HSE legislation –Transporting, storage and application of binders on-site –Latest Austroads publication ‘Bitumen Sealing Safety Guide’ Draft document to be submitted to Sabita’s COSHEC focus group for approval

8 Outstanding issues Complete investigation into ‘pad’ test to measure transverse & longitudinal distribution Revision of TMH 2 ‘fixed pit calibration of binder distributors’ Update COTO ‘General specifications for roads & bridge works’

9 Summary Concern over updating existing COLTO & TRH 2 documents Above recommendations to be circulated for comments tdistin@colas.co.za tdistin@colas.co.za Although mandated tasks are complete the task team will continue to meet to address outstanding issues
