Issues to consider: Is the country ready to implement a significant program of activities to address clearly identified risk behaviours among those most-at risk of HIV infection? Is there a clear understanding among government and international agencies of who is most-at risk, where they are and likely modes of transmission?

3 If NO Undertake Modes of Transmission study: where will next 1000 infections come from? Population size estimation of key affected populations: IDUs, SW, MSM Increase understanding of epidemiology & behaviour of key populations, including mapping National M&E Plan National TA Plan, especially potential PRs & SRs CCM strengthening

4 If YES Targeted Pool proposal/ usual proposal? Issues: Epidemiology: Mostly in key populations? Mostly general population? If in key populations, do you know how many (PSE), where (mapping), modes of transmission Can the country make a significant impact with targeted pool funding available?
