27. Answer this questions: A man lives on the 17 th floor of an apartment building. Every morning he takes the lift down to the ground. In the evening he goes into the lift and if it is raining he goes directly back to the 17 th floor. Otherwise he goes to the tenth floor and climbs up seven flights of stairs. Why?

The engineer who was given this challenge could not alter the location of the light bulbs, and he had very little budget to work with. What is the solution?
