Office of Research and Information Technology International Border Crossing Program Electronic Screening Transportation Border Working Group April 17, 2012

1 Office of Research and Information Technology Problems Facing Safety Inspectors at the Border Inefficient Vehicle Selection Process  Inability to identify and assess safety of CMVs before vehicles enter inspection area  No information on which trucks are approaching the border their location within the inspection site  Potential duplication of FMCSA/state inspection efforts

2 Office of Research and Information Technology Proposed Solutions: Less Time Selecting, More Time Inspecting  Use technology to identify trucks entering the US  Electronically assess driver, vehicle, and carrier safety and regulatory compliance status in Federal databases  Inform FMCSA and state safety inspectors of safety problems to select commercial vehicles for physical inspection  Provide information to safety inspectors via portable devices (e.g., laptop, tablet, smart phone, etc)  Share inspection results with states to eliminate duplication of effort

3 Office of Research and Information Technology International Border Crossing e-Screening Project  Purpose: Field operations test of technology to improve safety and efficiency for FMCSA and State safety inspectors at the border  Key deliverables:  E-screening system deployed at three border crossing sites (Ysleta, TX, Nogales, AZ and New York State)  Technical documents, software, system performance data  Final report summarizing system operations and effectiveness  Contract award date: June 2011 (36 months)

4 Office of Research and Information Technology FMCSA/State Safety Inspection Site Configurations  FMCSA Inspection Facility inside the CBP Compound  Permanent State Inspection Facility with State- Developed Automated Screening System  Permanent State Inspection Facility with No Automated Screening System  Portable/Mobile Safety Inspection Capability

5 Office of Research and Information Technology Cloud-Based Mobile System Concept  Advancements in cloud-based and mobile computing technologies offer more flexibility, portability and security support for inspectors  One system can support FMCSA/State Inspectors at multiple types of border crossings  Display in a booth at arrival  Roaming a Federal or State compound  Checking a queue in advance of arrival  Mobile enforcement downstream of border crossings (yards to miles)  Can potentially support a CBP Inspector  One system can support multiple states and border crossing locations at the same time
