9 5/5/20159 PSC Direction Pursuant to Minute 35 of ARRL Board of Directors Second Meeting, July 2013, the Program’s and Services Committee (PSC) hereby directs the DX Advisory Committee to comprehensively review the current DXCC Rules and make any recommendations to the PSC for updating any part of said rules as the Committee sees fit.

10 5/5/201510 From Minute 35 It has been at least 10 years since the DXCC rules were comprehensively reviewed by the DX Advisory Committee (DXAC) and/or another committee and ratified by the ARRL Board of Directors during this time, changing international conditions and situations now warrant review of these rules to insure the DXCC rules acknowledge such changes and events

11 5/5/201511 Specific Issues Under Review The use, location and control of remote stations Effects of multiple receivers and transmitter locations, especially 160m and 6m The rules on political entities

12 5/5/201512 DXCC Rule 8 8. All stations contacted must be "land stations." Contacts with ships and boats, anchored or underway, and airborne aircraft, cannot be counted. For the purposes of this award, remote control operating points must also be land based. Exception: Permanently docked exhibition ships, such as the Queen Mary and other historic ships will be considered land based.

14 5/5/201514 DXCC RULE 9 9. All stations must be contacted from the same DXCC entity. The location of any station shall be defined as the location of the transmitter. For the purposes of this award, remote operating points must be located within the same DXCC entity as the transmitter and receiver.

15 5/5/201515 DXCC RULE 10 10. All contacts must be made using call signs issued to the same station licensee. Contacts made by an operator other than the licensee must be made from a station owned and usually operated by the licensee, and must be made in accordance with the regulations governing the license grant. Contacts may be made from other stations provided they are personally made by the licensee. The intent of this rule is to prohibit credit for contacts made for you by another operator from another location……..

18 5/5/201518 Political Entity Criteria An Entity will be added to the DXCC List as a Political Entity if it meets one or more of the following criteria: a) The entity is a UN Member State. b) The entity has been assigned a callsign prefix bloc by the ITU. c) The entity contains a permanent population, is administered by a local government, and is located at least 800 km from its parent

19 5/5/201519 Kosovo status Republic of Kosovo is not planning to apply for UN membership in the foreseeable future. ITU callsign application made, unassigned Z6 being used. Has population but is not associated with a parent more than 800 km away.

20 5/5/201520 WHY DOES P51BH AND P5/4L4FN COUNT? DXCC RULE 7 7. Any Amateur Radio operation should take place only with the complete approval and understanding of appropriate administration officials. ………. In any case, credit will be given for contacts where adequate evidence of authorization by appropriate authorities exists, notwithstanding any such previous or subsequent edict or policy.
