2. TAX REFUND Revenue Canada News Release: October 27th, 2008. Despite the economic hard times being experienced by the rest of the world, Canada is expecting a small budget surplus in 2008. Today, in order to simulate the economy, Finance Minister Jim Flaherty has instructed the Treasury to refund 70% of the tax surplus to Canadian taxpayers before December 12, 2008. Average refund will be between $600 to $800 for a married couple, and $300 to $400 for a single person.
