2 Aim of the IPA support IPA support Air Quality kick off meeting, Sarajevo, Bosnia-Herzegovina, 6–7 July, 2011 Objective of the project IPA = Instrument for Pre- Accession Assistance The project objective is extension of the participation of the West Balkan (WB) countries in the activities of the European Environment Agency (EEA). Beneficiaries of this project are Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, and Serbia. Covers a selection of EEA activities. The aim is to preserve the developed cooperation and to strengthen it further according to the available resources. Air Emissions and Air Quality. This particular project ends in November 2011.

3 Aim of the IPA support IPA support Air Quality kick off meeting, Sarajevo, Bosnia-Herzegovina, 6–7 July, 2011 Air quality: partners Europaen Topic Centre on Air pollution and Climate change Mitigation (ETC/ACM) under the contract to the EEA, http://acm.eionet.europa.euhttp://acm.eionet.europa.eu National Insititute for Public Health and the Environment (Rijksinstituut voor Volksgezondheid en Milieu, RIVM) Czech Hydrometeorological Institute (CHMI) ETC experts provide support and assist in solving problems that however need to be identified and prioritized by the WB experts first. An important prerequisite for success of the project is a proactive involvement of experts from WB countries.

4 Aim of the IPA support IPA support Air Quality kick off meeting, Sarajevo, Bosnia-Herzegovina, 6–7 July, 2011 Air quality: activities 1.The core activity is to continue the assistance for optimisation of the national monitoring and reporting systems for AQ, regular data exchange and inclusion in the AirBase information system and inclusion in near-real time reporting. 2.Kick-off meeting and specific country visits should focus on technical support of national experts, for discussing AQ measurements, data collection, data quality and reporting (using the tools developed for this process by the ETC/ACM and its predecessor ETC/ACC). Issues will be discussed and identified as priority issues by WB countries.

6 Aim of the IPA support IPA support Air Quality kick off meeting, Sarajevo, Bosnia-Herzegovina, 6–7 July, 2011 Kick off meeting Introduction, setting the scene: AQ data flows, AQ assessment WB countries presentations - short comprehensive overview: state of play and near future, identification of problems, focused on the support which could be provided by this project. 1.What is the current status of AQ monitoring and reporting? 2.Institutional arrangements: which organizations responsible for monitoring, data collection/ quality assurance/quality control, reporting and assessment? 3.Monitoring data quality procedures, data handling, (un)sufficiency of the spatial coverage of the country, countrywide AQ assessment: identification of problems 4.Dataflows and reporting - national and international: identification of problems 5.What options are there for improving monitoring, spatial coverage, data quality, dataflows and assessment? 6.How can EEA/ ETC/ACM help? => discussion focused on tangible support for the particular countries incl. planning the country visits (content and timing)
