4 Medicount Management, Inc. The Industry Leader Rules And Regulations  State of Ohio  Ohio House Bill 255 Sec. 505.84. As used in this section, "authorized Medicare medicare reimbursement rate" means such rate established for the locality under Title XVIII of the "Social Security Act," 49 Stat. 620 (1935), 42 U.S.C.A. 301, as amended. A board of township trustees may establish reasonable charges for the use of fire and rescue services, ambulance services, or emergency medical services. The board may establish different charges for township residents and nonresidents, and may at, in its discretion, waive all or part of the charge for any resident. The charge for ambulance transportation for nonresidents shall be an amount not less than the authorized Medicare medicare reimbursement rate, except that, if prior to the effective date of this amendment September 9, 1988, the board had different charges for residents and nonresidents and the charge for nonresidents was less than the authorized Medicare medicare reimbursement rate, the board may charge nonresidents less than the authorized Medicare medicare reimbursement rate.  US Federal Government No Federal regulations against billing for such services

No. The insurance premiums will raise due to their previous driving record and at fault liability.  Will the auto insurance pay for this service? Yes. Most insurance policies already cover this. 80% of the correspondences we have received back from insurance companies have returned with payments. 20% of those claims were denied as “not a covered service”. Those accounts have been appealed.

14 Medicount Management, Inc. The Industry Leader  What services is the city billing for? The city is billing for materials used, time of personnel at the scene, and cost of the equipment. The 4 levels of charges determined by the city are a direct result of the supplies, personnel, and equipment used at the scene.  Isn’t this service covered by tax dollars? Tax dollars are utilized to ensure that the best services are available to the citizens of the City. As budgets become tighter, departments are forced to look for alternate sources for funding. Consider charges for MVA services as usage fees.

15 Medicount Management, Inc. The Industry Leader  Is the patient responsible for any unpaid balance after the insurance company has paid? Unlike Medicare, Medicaid and other insurance companies, payments for these services do not require contractual adjustments. From an approved claim, if you charge $495, you will get paid $495  What happens if the party at fault is not insured? Medicount will continue to operate as a soft billing company. If it is determined that the at fault party was not insured at the time of service, the patient is responsible for the balance. Three bills will be sent to the party before the account is deemed uncollectible and written off as bad debt.

In this case, the personnel at the scene must collect the multiple party’s insurance and contact information and evaluate the amount of work done to each party. This will allow Medicount the information needed to bill accordingly.
