3. 3 COST-TERRA Problem statement Cognitive Radio (CR) is posed to become one of the most important technological breakthroughs in wireless communications, yet the issues surrounding the regulatory aspects of its introduction remain unresolved.

4. 4 COST-TERRA Objective Techno-economic studies with the aim of assisting the development of a regulatory framework of radio spectrum access rules for CR-based wireless applications.
