21 R/W acquired and cleared in accordance with Uniform Relocation Assistance and Real Property Policies Act of 1970, as amended, and state R/W procedures. FHWA Requirements R/W certification must be submitted to and approved by FHWA prior to work commencing on individual tracts or entire project.

22 FHWA Requirements Request for R/W services must be included in request for proposals. Design/Builder must submit written acquisition and relocation procedures to STD for approval; should contain appraisal, acquisition, and relocation strategy.

23 Role of SCDOT Develop a concise RFP. Provide an on-sight R/W Project Manager as single point of contact with authority to approve all settlements and provide tract certification. Provide constant oversight to insure all federal guidelines are adhered to.

24 Lessons Learned Assign Project Manager and authorize to approve just compensation, appraisals, relocation, administrative adjustments, etc. Establish “critical path” for construction and stage R/W and relocation accordingly. Identify new methods to handle R/W issues; i.e., purchase of improved property without appraisal including establishment of total benefits to landowner, use of auction company for disposal of 14 homes (less than 3 years old).
