Acquisition Plan drafted – over $500,000. Discuss exceptions with CO/CS SOW/SOO/PWS Market Research IGCE 653 Funding Document http://olao.od.nih.gov/office-acquisitions/COR- examples-and-templates Plan to meet early with CO/CS – engage them in the acquisition planning phase. Requirements Package 5

BAA solicitation posting for 1 year with cut-off dates (typically quarterly) for submission or open. First Stage: Submission and review of quad chart/white paper resulting in: * An invitation to submit a full proposal * Notification of “do not invite” Second Stage: * Submission and review of full proposals BAA process 6

Purpose – Basic and applied research through FAR 35.016 Describes the agency’s research areas of interest for individual program requirements, Describes criteria for selecting the proposals, their relative importance and evaluation method, BAA Elements 7

Specifies time periods for receipt of quad chart/white paper, and process for accepting full proposals, and Contains instructions for preparation and submission of proposals. BAA Elements cont. 8

Government is looking for answers to research areas of interest articulated in Statements of Work. Streamlines the procurement process. Promotes the advancement of technology. Allows for competition of ideas/concepts throughout the established response period – 1 year. Benefits of BAA 9

Multiple submission periods possible. Can amend the BAA anytime to add or subtract information or requirements. Can remain open for up to a one year period of time. Each year thereafter consideration given for renewal if the need still exists. Benefits of BAA cont. 10

Focuses on scientific study and experimentation outlined in research and technical objectives. The Government drafts a statement of general research interest or a statement of the problem. The offerors draft their own statement of work and technical approach. BAA Focus 11

Proposals contain stand-alone unique solutions. They are not compared to one another. Each proposal presents a separate approach to solving the problem. There is technical competition in the marketplace of ideas; and this is what we hope to capture. The offeror is more engaged subsequent to the submission of a quad chart/white paper. Final evaluation is overall best value to the Government, past performance, and funding available. BAA Proposals 12

Proposals undergo a scientific review process. A proposal that is otherwise weak could be selected if it shows great technical promise or relevance to the NIH mission, such as a risky but perhaps revolutionary approach. BAA evaluation 13

Specific to R & D requirements. Allows the Government to leverage commercial investments and commercial technology. Outside of the FAR / Provides flexibility to the contracting process. OTA is a legally binding, non-acquisition instrument used to further advanced research and development. Other Transaction Authority (OTA) 14

Encourages consortium collaboration Attracts firms that typically do not do business with the Government The OTA is a negotiated contract between the Government and Vendor or Consortium arrangement Other Transaction Authority (OTA) cont. 15

BAA’s can solicit OTA’s. Other Transaction Authority (OTA) cont. 16

Stimulating Peripheral Activity to Relieve Conditions (SPARC) – Clinical utility of market-approved devices to support new market indications within SPARC – Research on neural control and neuromodulation of organ function to enable SPARC – Neuromodulation technology needs and challenges to enable SPARC Participants: NIDDK, NIBIB, NCATS and NINDS OD BAA project 17

Proposed Initiatives Functional and anatomical mapping of five organ systems Next generation tools Off-label use of existing market-approved technology for small markets Data coordination OD BAA project cont. 18
