12 bosch & partner planning consulting research TU Berlin: Master of Environmental Planning Core Modul EIA n Core Modul EIA (6 CP), enables students… -to be able to apply the main instruments of environmental impact assessment in practical planning situations as based on fundamental knowledge provided in the bachelor's degree -to gain expertise about the contents and planning processes of instruments such as impact mitigation regulation, Environmental Impact Assessment (EIA), EU Habitat Regulations Assessment (HRA) and Strategic Environmental Assessment (SEA), -to identify and formulate research approaches in the further development of planning Instruments,

16 bosch & partner planning consulting research Challenges of German EAM Master programmes n Change from Diploma to Master -Partly poor integration of EAM elements into Master Programmes -Slow establishment of new (international) EAM programmes n Weak orientation for students -Information difficult to access, not always well structured -Difficulty to indentify specifications n ECTS (European Credit Transfer and Accumulation System) formally applied, however not always implemented… n Partly lacking European/ international focus

17 bosch & partner planning consulting research Benefits of German EAM Master programmes n Good fundaments for EAM education in Germany due to -long history of methods and procedures of EAM due to legally required instruments of landscape planning and impact assessment and -well established interdisciplinary approach of EAM programmes in some Universities n Study projects -to provide an informative, effective, enjoyable and practice-oriented training in management, communication and analytical skills n No/ low tuition fees

18 bosch & partner planning consulting research Discussion: Usefulness of German EAM Master for practice n No clear job profile -There is no clear job profile like “teacher” -There is need for EAM experts and there are jobs, however, students need to be creative to find them n Main fields of jobs: -Consultancy -Academia/ Research -Public Administration n Working conditions in Germany -Bad job perspectives around the year 2000; improvements due to rebirth of environmentalism and “climate change boom” -Mainly interesting and challenging projects and changing tasks (SEA, appropriate assessment, renewables)  EAM Master cannot provide for all qualifications -Often high work load and poor salary 

19 bosch & partner planning consulting research Discussion: Usefulness of German EAM Master for practice n Academia -Difficulties due to little teaching of substantive EAM theories and methods -Benefits due to relative long higher education n Consultancy -Difficulties due to little „real life“ education and missing management aspects in EAM education -Benefits due to study projects n Public Administration -Difficulties due to little aspects of EAM law and administrate aspects in EAM education -Tendency to employ Bachelor students as they are less expensive

20 bosch & partner planning consulting research Conclusion n Identified EAM Programmes provide a broad variety of qualifications n Focus in German EAM higher education on -Impact assessment methodology -Policy issues -Remote sensing/ GIS n Specifications may be partly learnt within study projects and have to be fully learnt in practice! n EAM Programmes continuously have to be improved and adjusted to relevant standards and claims! n More collaboration needed between universities and practice!
