3 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)3 Family Composition The key questions used when determining who is included in the family composition are as follows: 1.Is the individual a CHILD under 13 OR between 13 and 19 with an developmental delay, disability, injury or impairment 2.Does the individual have a PARENTAL RELATIONSHIP to a child in the budget group? 3.Does the individual have CARE & CONTROL over a child in the budget group? 4.Is the individual the SPOUSE of an individual with a parental relationship to the child or care & control over the child?

4 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)4 Family Composition (Cont’d) ADDITIONAL QUESTION that must be considered for the Food Stamp (FS) program are: Does the individual PURCHASE FOOD AND PREPARE MEALS TOGETHER with other household members AND do any of the following SPECIAL REQUIREMENTS apply? –Under 22 years of age and living with his/her natural or adoptive parent(s) or stepparent; OR –Elderly and disabled persons, age 60 or older and unable to purchase and prepare meals because of a disability

An elderly or disabled member (age 60 or older) may be included in the same FS household as their adult child. If the CAO has included these members in the FS case, we will include them in the family composition and in the eligibility determination. They will appear on the following screens in CCMIS: 1.Case Summary; 2.Individual Information; 3.Relationship; 4.Child Care Request; 5.Employment & Wage, P/C Training OR Teen Parent Education, as appropriate; 6.Eligibility Results; 7.Enrollment Summary

13 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)13 CASE ELIGIBILITY In order to be eligible for care, the FS case must consist of: –One eligible “E” status p/c who is participating in an approved work-related Unpaid activity in a 1- p/c family OR is disabled in a 2-p/c family in which the other p/c is an eligible “E” status p/c who is participating in an approved Unpaid work-related activity; AND –One eligible child who is under the age of 13 or over the age of 13 but under 19 with a disability, injury or impairment.

14 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)14 CASE ELIGIBILITY (cont’d) In cases where BOTH OF THE P/CS HAVE AN “N” OR “D” STATUS, the case is ineligible for subsidized child care. In cases where there is ONE ELIGIBLE “E” STATUS P/C AND ONE PARENT WITH AN “N” OR “D” STATUS, the case may be eligible if: –Both p/cs are in an approved work-related activity (the “E” status p/c is in the Unpaid activity) OR –The “E” status p/c is in an approved Unpaid work- related activity and the p/c with the “N” or “D” status is disabled and the CAO has verification that the disability causes the p/c to be unable to care for the child.

15 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)15 CHILD ELIGIBILITY In order for a child to be eligible to receive subsidized child care, the child must: –Have at least one eligible “E” status p/c who has a parental (biological, step or adoptive) relationship, is the legal guardian, or is another individual who has care and control of the child; AND –Be under the age of 13 or over the age of 13 but under 19 with a developmental delay, disability, injury or impairment.

25 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)25 PCR #14729 ISSUE: –In cases where there is an adult coded as “No Relation” to the parent in CIS, PELICN CCW does not read the adult’s work activity and therefore fails the case. TEMPORARY WORKAROUND: –The CCIS must manually enter the adult’s work activity in CCW and reassess and confirm eligibility. FUTURE RESOLUTION: –This issue will be fixed in a future release.

27 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)27 WELCOME LETTER The Welcome Letter was renamed to “Welcome Letter” and was revised as follows: –States that the CAO referred the p/c to the CCIS. –Requests that the p/c call the CCIS if he/she needs child care while attending an activity approved by the CAO. –States the timeframe by which the p/c must contact the CCIS. The timeframe is 15 calendar days.

29 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)29 ELIGIBLE & CONFIRMATION NOTICES When a family consists of an “N” or “D” status adult and the case is determined eligible for child care, the Eligible Notice will list a status of “NULL” for the “N” or “D” status family members. When a family consists of an “N” or “D” status adult and the CCIS generates a Confirmation Notice, the notice will list a status of “NULL” for the “N” or “D” status family members. The eligibility statuses for all additional family members will display appropriately.

30 7/ 6/ 2009OFFICE OF CHILD DEVELOPMENT & EARLY LEARNING (OCDEL)30 PCR # 15441 ISSUE: –PELICAN CCW expects p/cs in a 2-p/c family to be eligible, but a CIS case may be eligible if only one p/c in a 2-p/c family is eligible (“E” status) if the other p/c is in a work activity or is disabled. As a result, CCW lists the eligibility status of the “N” or “D” p/c as “ELIGIBLE” when the status should be “INELIGIBLE.” TEMPORARY WORKAROUND: –The Eligible and Confirmation Notices will NOT LIST (NULL) an eligibility status for an “N” or “D” status adult included in the case. FUTURE RESOLUTION: –This issue will be fixed in a future release.

A: According to ESA 343138 and OPS 040710, there are no time limits to FS education/training activities, however, post-baccalaureate education, including graduate school, is not an allowable FS ETP activity. Special allowances for supportive services, including child care, are not available to support graduate school or professional studies beyond a four-year degree.ESA 343138OPS 040710
