2. 2 Background/Scope The OMB intragovernmental transactions initiative is: –Part of the Integrated Acquisition Environment (IAE) which is one of the 24 eGovernment initiatives in the President’s Management Agenda. –The IAE has five sub-initiatives Standard eTransactions eCatalogs Federal Procurement Data System Business Partner Network Intra-governmental Transactions –This brief deals with the last two sub-initiatives which are financially motivated Our goals are to: –Enable DoD to meet the OMB requirements –Minimize the Impact on DoD Logistics & Finacial Systems

4. 4 Key to Eliminations A discrete unambiguous identification of government buying and selling activities and their organizational affiliation. OMB has directed that a central registry be established for Government buying and selling activities. It will be based on the Central Contractor Registration (CCR) concept/process It will be called the Business Partner Network (a registry of federal activities engaged in buying and selling). Federal Agencies will use the Dunn & Bradstreet (D&B) Data Universal Numbering System (D-U-N-S) number DoD proposed and OMB excepted an alternative to the DUNS as the unique identifier for DoD activities DoD will use a modified DoDAAC
