Homophobic violence is probably under-reported Anti-gay and lesbian incidents increased 8 percent from 1999 to 2000. Rape is surely under-reported but the gender/ratio is constant An estimated 91% of victims of rape are female, 9% are male and 99% of offenders are male. (Bureau of Justice Statistics 1999)
