2 Hwy Ops Div2 ESTIMATING THE GENERAL CONDITIONS 4 General Conditions: cost of trailer, temporary utility, cost of supervision. 4 Sharpen your pencil; It can kill you 4 Process reviews indicate that some states are not estimating the cost of general conditions. Same cost is used for all projects.

3 Hwy Ops Div3 ESTIMATING THE GENERAL CONDITIONS 4 Use CPM to justify completion date. 4 Bring together the Estimator, Superintendent, Project Engineer, and Scheduler to properly cost the Liquidated Damages. 4 Do not use same LD amount for all projects

4 Hwy Ops Div4 REPORTING REQIREMENTS FOR FHWA-45, FHWA-810, AND FHWA-47  FHWA-45:  Is required for all projects on the NHS = > $500,000.  Submit two weeks after the award of contract and no later than the fifth of the month after the end of the quarter.  Information on bid prices for major items

5 Hwy Ops Div5 REPORTING  FHWA-810: Bid tabulation  Is required for all F-A const. project on the NHS.  Submit to Division Administrator.  Certified by STA official.  Show details on 3 low bidders.  Submit within two weeks of the award of contract.

6 Hwy Ops Div6 REPORTING  FHWA-47: Record of materials  Is required for all projects on the NHS that are $1 million or more.  Contractor completes at end of contract and submit to STA.  Information on final costs of wages, salaries and materials used by the contractor.  State DOT personnel verifies information.

7 Hwy Ops Div7 Common errors made on form FHWA-47 4 Failure to complete all the pre-marked items on the form with asterisk 4 Unreasonable gross labor earnings 4 Lumber reported in board feet instead of thousand board feet

8 Hwy Ops Div8 COMMON ERRORS CONT’D 4 The cost of materials and labor is greater than the final construction cost (with no indication that the contractor lost money) 4 Culvert sizes reported which do not exist

10 Hwy Ops Div10 Office of Program Administration 4 UPDATE 4 The GAO conducted a review of FHWA Form-45 State construction cost. 4 Quality of the data was one big issue. 4 You may view the report at www.gao.gov, Report # is GAO-04- 113R. www.gao.gov

13 Hwy Ops Div13 USEFUL HINTS  Always report your project in a timely manner.  Make sure all information is completed on the forms.  Include your name and the State in the subject line of the e-mail.  Not reporting the data may cause your State to lose funding.  FHWA forms: www.fhwa.dot.gov/programadmin/contracts/  The States are to use the new FMIS Improvement type codes, not the work type codes.
